Overview

The Position

External Affairs International (EAi), part of the Roche Pharma CEO Office, ensures the company can shape the policies, funding decisions, and market conditions that determine how healthcare innovation is valued and rewarded. We influence globally where strategic priorities are defined and enable locally where business impact is delivered. Through focused advocacy and a connected global network, EAi builds trusted relationships with governments, multilateral institutions, and global partners, develops third-party advocates, and forges alliances that protect and grow Roche’s business while improving patient access to innovation.

The Global Health Policy team operates within the External Affairs International division, serving as a critical engine for driving execution and operational excellence across the organization. Reporting to the Head of Global Policy and Advocacy, this department focuses on the development and delivery of global-to-local Policy and System Shaping strategies. The team acts as a bridge between high-impact strategic initiatives and impactful local execution, fostering a culture of agility, innovation, and mastery across Roche’s global network to address the world s most pressing healthcare challenges.

Opportunity

The Global Health Policy Team Lead is a visionary leader and strategic driver responsible for shaping, designing, and implementing Roche’s global health policy and system strategies. In this pivotal role, you will lead a team of direct reports to advance policy priorities that foster innovation, global health equity, and value creation across all stakeholders. As a trusted advisor to the business, you will orchestrate global-to-local alignment, manage stakeholder relationships at the highest levels, and provide the strategic direction necessary to position Roche as a leader in the global healthcare dialogue.

Key Responsibilities
  • Strategic Design & Execution:
    Define and implement a global health policy and system strategy aligned with the One Roche Pharma Strategy, translating global priorities into actionable local strategies
  • Team Leadership & Development:
    Oversee direct reports by providing vision and strategic direction, ensuring clear roles, managing expense budgets, and fostering a high-motivation environment with a strong sense of urgency
  • Global-to-Local Orchestration:
    Serve as the primary policy architect for frameworks that ensure scalability and measurability across global, regional, and affiliate-level functions
  • External Thought Leadership:
    Position Roche at key global forums and supra-national institutions, leading dialogues on healthcare challenges and building partnerships with NGOs, think tanks, and trade associations like EFPIA and PhRMA
  • Senior Stakeholder Advocacy:
    Act as a senior advocate for Roche’s legitimate interests, maintaining relationships with public institutions and policymakers to promote collaborative policy change and health equity
  • Cross-Functional Collaboration:

    Facilitate alignment across EU/Governmental Affairs, communications, and the broader Policy Chapter to increase awareness of External Affairs International’s mission and purpose
  • Intelligence & Insights:
    Offer actionable insights on pharmaceutical trends and public health policies, developing high-level briefings for Senior Management to help prioritize strategic interests and organizational goals
Who You Are
  • You hold a Master’s degree, MBA, or equivalent in Public Policy, Political Science, or Healthcare Management, ideally supplemented by specialized certifications in global health policy and systems strategy
