External Affairs International (EAi), part of the Roche Pharma CEO Office, ensures the company can shape the policies, funding decisions, and market conditions that determine how healthcare innovation is valued and rewarded. We influence globally where strategic priorities are defined and enable locally where business impact is delivered. Through focused advocacy and a connected global network, EAi builds trusted relationships with governments, multilateral institutions, and global partners, develops third-party advocates, and forges alliances that protect and grow Roche’s business while improving patient access to innovation.
TheOpportunity
Reporting directly to the Head of Policy Impact and Effectiveness, the Policy Impact & Effectiveness Lead (PEL) plays a pivotal role in making our global vision a reality. Operating at the intersection of global strategy and local execution, you will act as the primary interface between Roche’s global functions and its affiliates, ensuring that system-shaping priorities are not only understood but brought to life in markets worldwide.
This role is grounded in orchestration and strategic influence, working alongside affiliate leaders to drive strategies aligned with our three global priorities: positioning life sciences as a strategic sector, unlocking sustainable investment in innovation, and advancing care models that deliver the right care in the right place at the right time. As a VACC leader (Visionary, Architect, Catalyst, Coach), you will foster networks across geographies, form agile cross-functional teams, and ensure on-the-ground insights translate into global strategic direction.
Key Responsibilities:
- Serve as the vital strategic interface between the global organization and affiliates, taking direct responsibility for driving the implementation of the three EAi strategic priorities within your defined geographic area.
- Partner deeply with affiliate Heads of Policy and General Managers to identify common system-shaping challenges, facilitating the implementation of global strategies while enabling affiliates to leverage self-service resources like playbooks, toolkits, and best-practice case studies.
- Orchestrate the rapid scaling of tools and solutions across the network, ensuring approximately 80% of resources are pulled from EAi Integrated Strategies/MTO teams to prevent duplication of efforts and identify cross-geographic synergies.
- Lead the identification of markets with the greatest potential, weighting their specific needs and presenting them to the EAi/Affiliate Forum to ensure that global resources are directed toward the highest-impact opportunities.
- Act as a primary intelligence conduit by aggregating local insights and feedback from the Area and sharing them with Global Integrated Core Strategy Priority Teams, Commercialization Excellence Leads (CELs), and DCLs to inform future strategic direction.
- Hold primary accountability for the realization of outcomes-based plans at the above-country level, which includes initiating and executing specific work packages (STOs) to address prioritized outcomes and ensure business success across the Area.
- Exercise decision authority and resource stewardship for the Area Policy Community, allocating expertise and funding to ensure maximum impact while providing coaching and prioritization in alignment with local line managers.
