Specific Responsibilities

The incumbent if part of a global public health organization and is expected to support the Florida Department of Health in Polk County in its mission to protect, promote, and improve the health of all people in Florida through integrated state, county and community efforts and its vision to be the Healthiest State in the Nation. Furthermore, the incumbent is expected to incorporate the agency values of Innovation, Collaboration, Accountability, Responsiveness and Excellence in all aspects of their work.

This position may serve clients that speak only Spanish, Creole, or other languages. It may require performance of interpreter duties, if bilingual, or implementation of the Department’s Limited English Proficiency Plan. This is a professional position requiring certain educational prerequisites and/or specific related experience to enable the ability to adapt to certain State and County regulations and includes the following duties:

Conduct sanitary surveys of public water systems to assure compliance with applicable State and County regulations.

Maintain records and files corresponding to sanitary surveys. Maintenance shall include input of data as necessary into the public water system computer database.

Review Lead and Copper results, sampling plans, water quality parameters, and corrosion control dosage reports and track for compliance. Issue noncompliance letters and track public notices as necessary. Ensure the update of computer and file records.

Initiate enforcement action against public water system owners whose systems are not in compliance with the regulations. This shall include speaking with the owner or operator about violations, sending noncompliance letters and performing re-inspections to check compliance. Systems failing to return to compliance will be referred to the enforcement specialist.

Investigate complaints pertaining to public water systems and collect water samples for bacteriological or chemical analysis as necessary.

Assist in the bacteriological and chemical compliance data entry and notification.

Ensure all mandatory Train training is completed within assigned time. Provide back-up to trainings as requested by supervisor. Supervisors and employees will certify accuracy of time recorded on DARS within 1 calendar days of end of pay period.

Perform other Environmental Engineering program related duties as assigned by the supervisor.

Required Knowledge, Skills, and Abilities
  • Ability to effectively communicate.
  • Ability to prioritize, organize and schedule.
  • Knowledge in Microsoft software applications.
  • Ability to meet and deal with people.
  • Knowledge of water chemistry and microbiology.
  • Ability to comprehend technical data.
  • Ability to maintain accurate detail records.
  • Knowledge of governmental inspection procedures
Qualifications

Minimum

  • High School Diploma or GED required
  • One year experience with Microsoft Office Programs

Preferred

  • Bachelor’s degree or higher
  • Experience conducting public health inspections, risk assessments, or audits.

Emergency Duty: Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
