Position Description

The Area Manager has overall responsibility for the daily operations of a Terminal(s) and/or Pump Station(s), including all operational activities, marine operations where applicable, performance management of staff, safety, quality control, budgeting, compliance and regulatory matters. The Area Manager is also responsible for any Company facilities/assets (pipelines, booster stations, remediation sites, etc.) within his/her geographic area and oversight for the ROW in that area.

He/she manages the staff of Lead Operators, Operators, Technicians, Line Riders, and Field Scheduler.

Essential Duties and Responsibilities
  • Staying within budget; providing detailed explanations for any budget variance requests and/or overrides.
  • Performs as a liaison between terminal activities and customers to maintain efficient delivery and resolve any difficulties relating to scheduling, overages, shortages, and quality control issues.
  • Supervises functions related to outside contractors operating on company property or in company areas such as marine dock to protect company interests.
  • Effectively coordinates all requirements affecting military and commercial products at applicable assignment locations, including quality control issues, additives, notification procedures, sampling, meter calibration, coordination of witnesses where required, overages, shortages, and service interruptions.
  • Develops short and long‑range plans, goals and objectives for terminal operations.
  • Supervises staff, which may include Assistant Area Manager, Operators, Technician(s), Planner/scheduler, Line Rider(s), Utility Technician or Utility Persons, and Quality Control personnel.
  • Plans and organizes workloads and staff assignments, reviews progress, advocates employee development, and directs changes in priorities and schedules to ensure work is completed in an efficient and timely manner.
  • Initiates and recommends selection/promotion of staff, salary change considerations, and disciplinary matters.
  • Conducts performance evaluations and promptly addresses poor performance or inappropriate behaviors by working with HR; resolves grievances.
  • Oversees and monitors new hire training to ensure each employee is fully trained and understands their job responsibilities.
  • Assists in planning and execution of capital projects in the area.
  • Responds to emergencies 24/7 and other upsets; may be required to work nights and/or weekends.
  • Coordinates safety and emergency response, and new hire orientation training and programs.
  • Coordinates department services with other departments, governmental agencies, and customers.
  • Manages projects within assigned area of responsibility.
  • Ensures compliance with all applicable local, state, and federal regulations affecting terminal operations.
  • Reviews contracts pertaining to work around Company assets to ensure Company property is protected, including screening and reviewing leases with Port authorities and subleases to customers.
  • Coordinates company response relating to actions of outside contractors, including site inspection, preparation of as‑built drawings, and confirmation of scope of work.
  • Routinely inspects terminal(s), marine facilities and/or station(s) to ensure compliance with maintenance, housekeeping, environmental and safety requirements.
  • Prioritizes terminal breakdowns and oversees general maintenance and record keeping.
  • Ensures all hazardous waste is handled according to state and federal regulations, as well as Company policy, not limited to, but including:
    • All hazardous wastes are properly stored and labeled.
    • All documentation/records of hazardous waste are properly managed.
    • Weekly inspections of hazardous waste storage areas are performed and documented.
    • All staff are properly trained in the handling of hazardous waste.
Position Requirements Education
  • High school diploma or equivalent required.
  • College coursework in a technical or business field will be helpful.
  • Bachelor’s degree preferred, especially in Engineering or Business Management.
