Recreation and Culture Services builds vibrant, healthy, active and connected communities by providing facilities and programs that give all Barrie residents an opportunity to participate in recreational activities. Key responsibilities include identifying community recreation needs and interests, developing and delivering recreation opportunities which meet these needs and interests, maintaining and operating recreational and cultural facilities to provide a setting for these activities, and managing the provision of space to external community providers and groups.
Under the general guidance and direction of the Director of Recreation and Culture Services, the Manager of Recreation Programs is responsible for the management, operation and administration of the Programs Branch within the Recreation and Culture Services Department. Specifically, this position is responsible for overseeing Aquatics, Fitness/Active Living, Community Programs, and Branch operations, while maintaining strong relationships with community organizations and committees.
Key technical responsibilities include participating in recreation needs assessment and master planning initiatives/studies; assisting with stakeholder consultation; managing and coordinating the development and delivery of recreation and events programs; managing and coordinating development and delivery of special initiatives; developing marketing strategies and reviewing/authorizing promotional materials;
Council/Committee report preparation and meeting attendance; and championing the corporate, divisional and departmental mission and values. This position provides leadership and guidance to a Supervisory Team supporting a variety of full-time and part-time staff. This position collaborates with all Branches within the Department and interacts frequently with other departments within the City and external organizations.

Education (degree/diploma/certifications)
- Four (4) year University Degree in Recreation and Leisure, Physical Education, or related field
- Additional specialized courses emphasizing recreational programming
Experience
- Minimum of five (5) years of experience performing duties related to the above-mentioned major responsibilities, including demonstrated leadership/supervisory experience
- Demonstrated experience developing and implementing programs
- Demonstrated experience with program registration systems
- Demonstrated experience developing and implementing marketing and communication strategies
- Demonstrated experience utilizing traditional and new media techniques and platforms
