Varcon Inc., through its construction division VIS, provides consulting, engineering, and project management services across Canada, supporting infrastructure, telecommunications, and construction projects since 1987. To support upcoming federal infrastructure work in Canada, including Department of National Defense (DND) projects, VIS is seeking a motivated Program Director to join our team.
This role is designed for a seasonal leader with a proven track record in high-value infrastructure and defense projects, capable of overseeing complex portfolios and mentoring a dedicated team of project management professionals.
Key Responsibilities
Oversee large-scale construction projects valued at $25M+, ensuring they are delivered on time, within scope, and on budget.
Act as the primary point of contact for DND and other government agencies, ensuring strict adherence to federal contracting requirements.
Schedule and maintain complex project timelines and lead the integrated change control process.
Design, implement, and maintain a robust project governance structure. You will define the framework for decision-making, accountability, and project standards that will be used by the entire team.
Manage the full lifecycle of subcontracting, from procurement and contract negotiation to on-site performance evaluation and dispute resolution.
Manage deliverables across multiple time zones.
Ensure all project activities comply with ISO 9001 quality management standards and maintain a rigorous Health and Safety environment.
Own project financial performance including budgeting, forecasting, cash flow planning, cost-control, and executive level reporting; proactively identify risks and driving corrective action.
Maintain clear, transparent communication to ensure alignment on milestones and safety.
Directly manage and mentor a team of 5–10 Project Managers, providing guidance on best practices, career development, and performance oversight.
Qualifications
Active Project Management Professional (PMP) certification is required.
10+ years in construction project management, with experience managing projects exceeding $25 million.
Experience working within ISO 9001 certified processes and a comprehensive understanding of Health and Safety legislation and site-specific safety plans.
Experience managing Government of Canada contracts and complex subcontracting agreements.
Ability to collaborate with international teams and communicate effectively across global time zones.
Experience leading and developing a team of mid-to-senior level Project Managers.
Degree in Civil Engineering, Construction Management, or related technical field.
Engineering experience, especially in telecommunications, is considered an asset.
