PURPOSE OF CONSULTANCY

To support PAHO’s Regional Office advance the UNRSF project to strengthen legal frameworks to promote safety of motorcyclists in five countries of the Americas.

This consultancy is aligned with Output WHO
2.2.1.IND4 UID 1329 Number of countries that have made a legislative or policy change to improve road safety, enabled by WHO technical support of the  Strategic Plan of the Pan American Health Organization.

DESCRIPTION OF DUTIES:

Deliverables:

Deliverable 1: A draft document with technical specifications on each of the 7 + 4 legislative measures to be discussed and advance with participating countries, based on best evidence, including key aspects identified to successfully implement them to be more effective.
Due date: 6 March 2026.
Payment percentage: 25%.

Deliverable 2: Participate in the workshop on Strengthening legal and normative frameworks to promote safety of motorcyclists in March 2026 (and prepare a brief report with the agreements on next steps).
Due date: 30 May 2026.
Payment percentage: 35%.

Deliverable 3: In close coordination with the Road Safety Regional Advisor and the Health-Related Law Regional Advisor, provide technical review/opinion/feedback on the specific proposals that countries will prepare to strengthen the legal framework to promote motorcycle safety, in order to ensure that they incorporate the agreed technical specifications.
Due date: 8 February 2027.
Payment percentage: 40%.

The total consultancy fee is US $20,000.

Qualifications, experience, skills and languages

Education: Lawyer with Master’s degree in public health, epidemiology, or a related field, with intermediate knowledge and experience in road safety or safe mobility fields. Having a PhD will be a plus.

Experience:

  • Dedicated training, excellent knowledge and several years of experience working on road safety and legislation/law.
  • Minimum of 10 years of experience in public health in low and middle-income settings, preferrable in the Americas region.
  • Experience in working with governmental and national-level regulatory institutions is an asset.
  • Experience working independently.
  • Technical knowledge/skills:

  • Excellent inter‑personal skills with the demonstrated ability to work effectively with government officials as well as with national and international organizations.
  • Capacity to work from a computer with access to internet.
  • Proficiency in MS Office software applications (i.e. Outlook, MS Word, Excel, and PowerPoint).
  • Language and level required:
