The role centres on leading the financial direction of the organisation
safeguarding its assets, and enabling informed decision making. A Head of Finance acts as a strategic partner to the executive team translating financial insights into actionable plans and ensuring the business has the resources, systems, and discipline to achieve its goals.

Main duties of the job

Financial strategy and planning Develop longterm financial plans, forecasting models, and investment strategies aligned with organisational objectives. Provide scenario analysis and strategic recommendations to the CEO and board.

Budgeting and performance management Lead the annual budgeting cycle, monitor performance against targets, and drive accountability across departments. Identify risks, opportunities, and efficiency improvements.

Financial reporting and governance Oversee accurate, timely reporting for internal stakeholders, auditors, regulators, and the board. Ensure compliance with accounting standards, tax requirements, and statutory obligations.

Cashflow and capital management Manage liquidity, working capital, and funding needs. Optimise capital structure and maintain strong banking and investor relationships.

Risk management and controls Strengthen internal controls, financial policies, and risk frameworks. Ensure robust processes for procurement, expenses, approvals, and financial systems.

Leadership and team development Lead and develop the finance team, fostering a high performance culture. Build capability in financial analysis, business partnering, and operational finance.

Business partnering Collaborate with operational leaders to support commercial decisions, pricing, investments, and cost optimisation. Provide financial insight that shapes strategic initiatives.

Barnsley Healthcare Federation is a notforprofit NHS provider organisation that plays a central role in delivering and coordinating primary care across Barnsley. It brings together all 31 GP practices in the borough through a single Primary Care Network (PCN), making it the largest PCN in the country and serving more than 260,000 patients.

What Barnsley Healthcare Federation Does

The Federation delivers a wide range of primary and community healthcare services designed to improve access, consistency, and outcomes for local residents. Its work includes:

Managing the Barnsley Primary Care Network, recruiting specialist staff, and providing centralised support to GP practices.

Running the iHeart Barnsley out of hours GP service, ensuring patients can access urgent care when they need it.

Delivering community based services such as health and wellbeing coaching, social prescribing, first contact physiotherapy, and directly managing several GP practices.

Supporting GPs through shared training, best practice initiatives, and economies of scale that strengthen the quality and consistency of care across the borough.

Job responsibilities

Purpose of the Role

The Head of Finance provides strategic and operational leadership across all financial functions within Barnsley Healthcare Federation. The role ensures strong financial governance, supports sustainable growth, and enables the organisation to deliver high quality primary care services for the people of Barnsley. As a key member of the senior leadership team, the postholder acts as a trusted adviser to the CEO, Board, and operational leads, shaping financial strategy and ensuring resources are used effectively to improve patient outcomes.

Key Responsibilities Strategic Leadership

Lead the development of the organisations financial strategy, ensuring alignment with corporate objectives and priorities.

Provide high quality financial insight, modelling, and scenario planning to support strategic decision making.

Advise the Board and senior leaders on financial risks, opportunities, and long term sustainability.

Financial Management and Reporting

Oversee all financial operations, including budgeting, forecasting, month and yearend processes, and statutory reporting.

Ensure accurate, timely financial information is available to internal and external stakeholders.

Maintain compliance with financial frameworks, accounting standards, audit requirements, and regulatory obligations.

Governance, Controls, and Risk

Strengthen financial governance across the organisation, ensuring robust internal controls, policies, and procedures.

Lead the annual audit process and manage relationships with external auditors.

Oversee financial risk management, ensuring proactive identification and mitigation of financial pressures.

Operational and Commercial Support

Partner with service leads, PCN teams, and practice managers to support business planning, cost improvement, and service development.

Provide financial leadership for bids, tenders, and new service proposals.

Support contract management, ensuring services are delivered efficiently and within financial parameters.
