Direct contact with the public, Councillors, Government departments, other councils, council officers, canvassers, election and temporary staff.
To contribute to the delivery of high quality services for electoral registration, elections and democratic engagement across the London Borough of Barnet.
To deliver key administrative and clerical duties that ensures the effective delivery of timely and legally compliant electoral registration processes.
To undertake various duties in connection with the preparation and delivery of all Referendums, UK Parliamentary, European Parliamentary, Greater London Authority, Local Government elections and associated by elections within the Borough.
Main Responsibilities / Accountabilities:
To assist the Electoral Services Manager and Head of Electoral Services in the running of Electoral Services.
Assist, as necessary, with the preparation and upkeep of the register of electors and the electoral property database, using other council databases where required.
To respond to enquiries received directly from members of the public, giving and receiving information and advice. Dealing with enquiries from members of the public, elected members, senior officers in other services, other councils and government offices.
Deal with all aspects of Individual Electoral Registration by ensuring applications, notifications from other local authorities, elector reviews, Registrar data and other databases are processed within statutory deadlines to ensure accuracy of the Register of Electors.
Process sensitive and secure data, such as National Insurance Numbers and Identity documents in accordance with requirements of the Data Protection Act.
To assist with the preparation and maintenance of lists of absent voters, overseas electors, European Union electors and service voters. To highlight any irregularities and potential electoral fraud.
Processing all absent vote applications and ensuring the electors are notified of their status within the statutory deadlines.
Contribute to the maintenance of the Electoral Services procedures manual and update according to the changes in regulations and software updates.
Keep updated on all new legislation and ensuring any changes in processes are enacted in a timely and compliant manner.
To deal with the day to day preparation, distribution and inputting to the register of electors and other lists. To assist in ensuring the completeness and accuracy of the register throughout the year.
To assist with the training, monitoring and payments of canvassers and election staff.
To assist with the preparation of the essential paperwork and material for polling stations.
To give general assistance with the preparation and delivery of all Local, UK Parliamentary, European Parliamentary elections, by-elections and referendums on behalf of the Returning Officer, to include the processing of Nomination Papers, the sorting of materials returned from polling stations, the retrieval of significant documents and arrange for the disposal of sensitive material.
To assist with, and contribute to, any electoral registration or democratic engagement campaigns throughout the borough.
To undertake general administrative duties including typing, data entry, general correspondence, scanning documents, dealing with incoming and outgoing post, contributing to briefing notes and taking minutes of team meetings.
At all times carrying out duties/responsibilities with the framework of the council’s equal opportunities and employment policy and must carry out in accordance with the council’s Health and Safety legislation.
Other non-recurring duties appropriate to the post as may be directed by line managers.
In order to deliver the service effectively, a high degree of flexibility is needed and the post-holder will be required to perform work not specifically referred to above. Such duties, however, will fall within the scope of the post, at the appropriate grade.
During critical periods for the Service, the post-holder will be required to work some long shifts and unsociable hours (e.g. ahead of statutory deadlines for elections or during the annual household canvass period).
