Branch Manager – Non-Medical Home Care (Baltimore, MD)

All American Home Care is opening a new branch office in Baltimore, Maryland and is seeking an experienced Home Care Branch Manager with hands‑on, non‑medical home care operations experience to lead daily operations. The role is designed for a proven home‑care operations leader who has directly managed caregivers (HHAs/PCAs), understands the realities of non‑skilled home care, and is familiar with the Baltimore service area, community resources, and Maryland home‑care requirements, including EVV expectations.

The Branch Manager will play a key leadership role in establishing a stable, compliant, and high‑performing branch culture, supporting caregivers, ensuring service continuity, and representing All American Home Care as we expand our presence in the Baltimore community.

Key Responsibilities
  • Oversee daily operations of the non‑medical home care branch.
  • Ensure consistent, high‑quality service delivery across all cases.
  • Monitor branch workflows, processes, and operational efficiency.
  • Identify operational gaps and implement corrective actions.
  • Maintain accurate branch records and operational documentation.
  • Provide direct leadership and oversight to coordination, administrative, and support staff; set clear expectations for performance, accountability, and professionalism.
  • Address staff performance issues, attendance concerns, and operational conduct.
  • Foster a respectful, compliant, and team‑oriented work environment.
  • Support staff development, coaching, and corrective action in collaboration with HR.
  • Ensure branch compliance with state, federal, and agency requirements for non‑medical home care.
  • Oversee adherence to company policies, procedures, and standards of care.
  • Ensure documentation is accurate, complete, and audit‑ready.
  • Monitor compliance with EVV, service delivery, and internal controls.
  • Prepare the branch for audits, surveys, and internal reviews.
  • Address compliance issues proactively and elevate risks to executive leadership.
  • Ensure services align with Plans of Care and client expectations.
  • Monitor incidents, complaints, and service disruptions.
  • Ensure timely investigation, documentation, and resolution of issues.
  • Implement quality improvement actions to maintain continuity of care.
  • Promote a culture of safety, accountability, and ethical conduct.
  • Oversee scheduling operations to ensure adequate case coverage.
  • Address staffing challenges, call‑outs, and service gaps in collaboration with internal teams.
  • Ensure continuity of care and minimal service disruption for clients.
  • Monitor workload distribution and service capacity.
  • Support branch performance against established operational and financial goals.
  • Monitor operational costs, overtime, and service efficiency.
  • Review reports and dashboards related to branch performance.
  • Communicate performance trends, risks, and needs to executive leadership.
  • Represent the branch professionally in all internal and external interactions.
  • Collaborate with corporate departments to ensure alignment with organizational goals.
  • Maintain effective communication with leadership regarding branch operations.
Required Experience
  • Minimum 3–5 years of management experience in non‑medical home care operations.
  • Prior experience as a Branch Manager, Operations Manager, or Senior Home Care Leader.
  • Strong understanding of compliance, service delivery, and caregiver‑based care models.
  • Familiarity with the local service area and operational environment.
  • Experience working with Maryland’s EVV requirements, including HHAeXchange, strongly preferred.
  • Understanding of EVV compliance, visit verification, and service documentation in non‑medical home care.
Education
  • Bachelor’s degree in Business Administration, Healthcare Administration, Management, or a related field required.
  • Equivalent senior‑level home care management experience may be considered in lieu of formal education.
