Main Purpose of Job

The main purpose of this position is to manage, direct, supervise, lead, and guide the activities and staff of the Program Services Branch, which supports the Division's executive and field staff activities, consistent with the Division's mission of making communities safer by providing levels of control of offenders through comprehensive case management and intervention strategies. The unit within Program Services / Office of Administration includes management information services, clinical services, policy development, performance measures, Public Information Act (PIA) Administrator, compliance and monitoring, contract compliance, budgetary oversight, external reporting, DPP Information Technology, and facilities.

This position serves as a key advisor to the Director, participates on the Division's Executive Leadership Team, and handles special projects and grants.

POSITION DUTIES

This is a MANAGEMENT SERVICES position with the Department of Public Safety and Correctional Services. The incumbent serves at the pleasure of the appointing authority.

  • Manage field operations for the Division of Parole and Probation (DPP) which are comprised of programs, specialized units, 1100+ employees and 45 field offices throughout the state of Maryland structured in regional segments.
  • Determines the need for division policies and procedures; provides guidance and input into decisions affecting the agency.
  • Provides guidance to the director on major policy and program initiatives affecting the agency; coordinates and monitors the flow of administrative and operations management decisions and the impact on staff, programs and services; assists in developing and formulating the agency’s budget and agency spending plans.
  • Maintain/improve the quality and quantity of operational services involving the introduction/requirement of automated systems, reorganization of operating sections and units, reassignment of personnel, and development of proposals to increase organizational resources.
  • Ensure that programs are in place to effectively monitor offender compliance with conditions of probation, parole or supervised release.
  • Ensures that staff is adequately trained.
  • Ensures that staff understands sex offender registration laws of Maryland; that they fully comply with the registration of sex offenders consistent with requirements of the law; and that all eligible offenders are referred for DNA collection.
  • Directs analysis of statistical data.
  • Assist the director in carrying out analytical studies involving the planning, development and implementation of community supervision programs, initiatives, and operational strategies; assess their department‑wide impact, budgetary implications, and relevance to achieving the mission and goals of DPSCS.
  • Review processes to ensure alignment with programmatic initiatives and operational strategies, policies, operational instructions and procedures.
  • Provide input and recommendations on the scope of work for subordinate staff and participate in the development and documentation of long and short range planning efforts; resource projections, priorities, justifications and make recommendations on planning efforts that can be undertaken within existing resource levels.
  • Serve as the director’s primary consultant and adviser.
  • Serve as acting director in the absence of the director.
  • Performs other related duties.
MINIMUM QUALIFICATIONS

Education:

Bachelor's degree from an accredited four-year college or university, in social science, behavioral science, business or public administration.

Experience:

Eight years of experience in a professional administrative, supervisory or management position in a parole, probation, community corrections or other correctional setting. Two years of this experience must be directly managing Parole and Probation or Correctional Administration Programs and Services to include:
Policy and Program Compliance, Field Support Services, Management Information Services and Financial Budget Analysis.
