The Director of Environmental Regulations provides strategic leadership, oversight, and expert guidance to ensure the health system complies with all federal, state, and local environmental laws and regulations. This role oversees programs related to environmental compliance, sustainability initiatives, and regulatory reporting across hospitals, clinics, and ancillary facilities. The Director serves as the system's primary subject‑matter expert on environmental regulatory requirements and partners closely with clinical, facilities, safety, and executive leadership to develop and implement mitigation plans to reduce risk and promote a safe, compliant, and environmentally responsible organization.
Role Accountabilities Include:
- Lead systemwide compliance with environmental regulations including EPA, MDE, OSHA, DOT, state environmental agencies, and local ordinances.
- Develop, implement, and maintain policies and procedures related to environmental protection, air emissions, water quality, and waste management.
- Monitor regulatory changes and proactively assess operational impacts, ensuring timely updates to programs and practices.
- Oversee environmental audits, inspections, and corrective action plans; ensure timely resolution of deficiencies.
- Serve as the primary liaison with regulatory agencies and manage all required environmental reporting.
- Manage all environmental permits (such as Clean Air Act Title V permits, Clean Water Act, NPDES permits for wastewater, etc.). This includes preparation, renewal, and ensuring compliance with all permit conditions.
- Administer environmental monitoring (air, water, and soil sampling/testing) program and analyze data. Responsible for preparing and submitting detailed compliance reports to regulatory bodies such as the Maryland Department of the Environment (MDE) and the Environmental Protection Agency (EPA). Develops, implements, and manages specific environmental programs, such as:
- Outdoor air quality management and emissions reporting
- Stormwater management procedures
- Wastewater management procedures
- Above ground and underground fuel storage tanks
- Maintains comprehensive records and documentation of all inspections, audit findings, and corrective actions for internal and external regulatory reviews.
- Bachelor's degree in Environmental Science, Environmental Engineering, Public Health, Industrial Hygiene, or related field required;
Master's degree preferred. - Minimum 7+ years of progressive experience including 3+ years of management experience in environmental regulation management, preferably within healthcare or a similarly highly regulated industry.
- Demonstrated experience managing regulatory relationships and leading compliance programs. Experience with hazardous
- Certified Environmental Compliance Manager (CECM)
- Certified Environmental Manager (CEM)
- Other relevant environmental or safety certification
$185,000 to $240,000 per year. Compensation will be commensurate with equity and experience for roles of similar scope and responsibility. In cases where the range is displayed as a $0 amount, salary discussions will occur during candidate screening calls, before any subsequent compensation discussion is held between the candidate and any hiring authority.
