Grants & Contracts Manager (Data Science and AI Institute)
The Data Science and AI Institute is seeking a Grants & Contracts Manager to oversee all activities related to sponsored projects within the institute and its centers. The candidate will manage pre‑award, post‑award, and closeout activities for a variety of grants and contracts, and supervise a team of professionals.
Responsibilities- Serve as institute/center liaison for the Sponsored Projects Office, Office of Research Administration and University Shared Services.
- Partner with and act as final point of contact with institute faculty and budgetary staff and the Office of Research Administration (JHURA) toward the planning and development of application submissions to various federal offices, private agencies/foundations and commercial companies.
- Responsible for pre-review of complex proposals and management of the final grant package presentation and approval with the Office of Research Administration.
- Prepare proposal budgets for Principal Investigator review, revise approved budget changes, and manage the sponsored portfolios of institute faculty.
- Develop and oversee budget monitoring systems for departmental funds; review SAP reports, analyze variances and take appropriate action.
- Manage internal sponsored audits and develop an account reconciliation system for sponsored accounts.
- Develop forecasts and trend reports of award expenditures, and deliver technical and financial reports to private and government sponsors.
- Provide ongoing guidance, facilitation, and expertise to faculty in grant pursuit efforts, ensuring compliance with sponsoring organization guidelines and internal protocols.
- Maintain regular updates and communications on current grants and contracts, auditing, and reporting to principal investigators and leadership.
- Assist with grant and contract closeouts, ensuring all closeouts are handled appropriately.
- Coordinate post-award processes including award setup, account verification, budget distribution, effort reporting, cost transfers, and invoice payment.
- Provide oversight to other grants & contracts team members, monitor accounts, conduct audits, and ensure compliance with grant terms and conditions.
- Manage performance and efficiency of team members, fostering training and development.
- Knowledge of accounting and budgeting theory and practices; familiarity with the Johns Hopkins University accounting system and fiscal offices.
- Ability to exercise independent judgment and make daily decisions.
- Proven leadership and training experience with sponsored research teams.
- Capacity to manage multiple tasks simultaneously and meet concurrent deadlines.
- Thorough knowledge of external federal guidelines for NIH, NSF, DOD, and NASA contracts.
- Strong communication, tact, and discretion; strict confidentiality of payroll, personnel, and budget data.
- Proficiency in Excel, Access, and Word; knowledge of JHU online systems for budgets, purchasing, and accounting is preferred.
- Manage 2–4 staff members, which may include Budget Specialists, Grants & Contracts Specialists, Analysts, and Senior Analysts.
- May oversee portfolios in excess of $30 million.
- Bachelor's Degree.
- Five years of related experience in sponsored research and/or financial positions, preferably in an academic or medical setting; two of those years must include lead or supervisory responsibilities or high‑level grant and contract leadership.
- Additional education may substitute for required experience, and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.
- Successful completion of the Research Administration Training program (18–24 months) is equivalent to three years of relevant experience for this position.
