Tyto Athene is seeking a Telecommunications Program Manager to support the Social Security Administration’s Telecom Program and telephony systems, providing an enterprise‑class VoIP, Microsoft Teams PBX, and Unified Communications solution across all CONUS/OCONUS locations.

• Project Planning and Management:
  Develop comprehensive project plans that outline timelines, milestones, and resource allocation. Ensure projects are completed on time and within budget.
• Team Coordination:
  Manage and coordinate the efforts of various teams, including engineers, technicians, and contractors, to ensure effective collaboration and communication throughout the project lifecycle.
• Risk Management:
  
  Conduct risk assessments and develop contingency plans to mitigate potential issues that may arise during the project.
• Quality Assurance:
  Ensure that project deliverables meet quality standards through regular quality checks and managing quality assurance processes.
• Analyze and audit invoice patterns and review service provider statements, providing summary reports.
• Coordinate with telecom service providers to report network outages and manage escalation.
• Supervise processing and tracking of MAC (Move Add Change) order requests and communicate with clients, engineers, contractors, and vendors to resolve delays.
• Read and decipher carrier invoices and customer service records; capture key circuit and service attributes to update the Telephone Management System inventory database.
• Manage order processing steps from Pending Processing to Vendor Ordered and coordinate installations until carriers fulfill orders.
• Resolve billing disputes, manage disconnection notices, and work with carriers to address invoice processing issues.
• Maintain accuracy, timeliness, and quality of invoice processing.
• Perform additional tasks as deemed necessary by the Program Manager or designated Government project lead.

• Public Trust (Suitability) government clearance obtained through SSA.
• PMP certification or equivalent education/experience.
• Bachelor’s degree in Communications or equivalent work experience.
• Minimum 5 years of experience in telecom customer service.
• At least 2 years of experience with SharePoint Online and Office 365.
• Intermediate proficiency in Microsoft Excel functions and formulas.
• Willingness to work at the customer site in Baltimore, MD.
• Experience with LECS (Local Exchange Carrier System), ordering, and billing services.
• Knowledge of wireline telecom circuits and services.
• Independent project work ability and initiative for internal and external communication.
• Detail‑oriented, strong analytical skills, and problem‑solving mindset.
• Basic computer navigation skills and mid‑level Excel competence.
