Description

Metric5 is seeking a specialized Senior Mule Soft Business Analyst to support the Department of the Treasury’s Enterprise Applications program. In this role, you will act as a critical bridge between business stakeholders and technical engineering teams, facilitating the modernization of Human Capital (HC) systems. You will be responsible for defining integration requirements to connect legacy People Soft environments (such as HR Connect), hybrid Gov Cloud and/or Tcloud environments, with modern applications via the Mule Soft Anypoint Platform.

Key Responsibilities Integration Analysis & Requirements (Mule Soft/People Soft)
  • Analyze and document requirements for API-led connectivity, defining how data should be extracted, transformed, and loaded between People Soft and external systems.
  • Define API specifications for cloud-native or hybrid environments (e.g., AWS/Gov Cloud).
  • Define detailed data mapping logic from People Soft tables/Component Interfaces to Mule Soft canonical models (JSON/XML), ensuring data integrity during transit.
  • Analyze People Soft modules (HCM, Payroll, Personnel Actions) to identify integration points, logic gaps, and data quality issues that impact API development.
  • Create Source-to-Target mapping documents, Interface Control Documents (ICDs), and functional specifications for Mule Soft developers.
  • Document API security requirements, including authentication (OAuth/SAML) and encryption standards, ensuring alignment with Zero Trust principles.
Business Analysis & Stakeholder Coordination
  • Lead workshops with HC staff and OCC employees to gather business requirements for system enhancements and new integrations.
  • Coordinate effectively between the Department of Treasury business units and technical teams (Mule Soft Developers, People Soft Admins) to ensure technical solutions meet business goals.
  • Identify opportunities to automate manual HR/Payroll processes using Mule Soft integrations.
  • Define standards for API reusability to reduce duplicative interfaces and technical debt.
  • Assist Quality Assurance teams by defining test scenarios for API integrations and validating that People Soft data is correctly processed.
Operational Support
  • Triage integration errors (e.g., data format mismatches, connectivity issues) and coordinate with Tier 2/3 support to resolve them.
  • Monitor data flows to ensure compliance with federal HR standards and security protocols.
Required Skills
  • Experience with Federal Hiring or Personnel Actions.
  • Experience in Agile.
  • Experience with hybrid Gov Cloud and TCloud environments.
  • Experience defining API specifications for cloud-native or hybrid environments (e.g., AWS/Gov Cloud).
  • Understanding of Mule Soft Anypoint Platform, API-led connectivity, and the API lifecycle (Design, Develop, Manage).
  • Strong functional knowledge of People Soft HCM (Human Capital Management), including experience with modules like Workforce Administration, Payroll, or Base Benefits.
  • Ability to read and write SQL to query People Soft databases for analysis and validation.
  • Proven ability to write clear user stories, functional design documents, and API specifications (RAML/OAS awareness is a plus).
  • Excellent verbal and written skills to translate complex technical integration concepts into understandable language for non-technical stakeholders.
Education

Bachelors degree.

Years of Experience

8+ years of relevant experience.

Clearance

Must be a United States citizen and must possess the ability to pass a Public Trust Government background investigation.

Salary Range

$120,000 - $145,000 annually.
