Job Summary
The Senior Business Analyst serves as a key liaison between the Department of Housing and Community Development (DHCD), BCIT, and technical delivery teams. The role supports the Agency IT Portfolio Manager by leading the discovery, analysis, and documentation of business and technical requirements for DHCD initiatives focused on service optimization and modernization. The analyst translates DHCD business needs into clear, actionable requirements that enable successful implementation of technology enhancements and modern SaaS-based solutions.
This includes analyzing current‑state processes, identifying gaps and inefficiencies, defining future‑state workflows, and supporting testing, change management, and deployment activities.
- Conduct discovery and analysis sessions with DHCD stakeholders to elicit business requirements.
- Document business and technical requirements, ensuring they are clear, complete, and traceable.

- Collaborate with developers, data teams, and vendors to ensure solutions align with program goals.
- Support testing, change management, and deployment activities for technology enhancements.
- Act as a bridge between business stakeholders and technical delivery teams, maintaining consistent communication.
- Bachelor of Science degree from an accredited college or university.
- Minimum of two years of related specialty IT experience (examples include system engineering, network engineering, information security, application programming, systems design, database management, GIS, custom reporting, or cloud‑based software integration).
- Excellent verbal and written communication skills.
- Preferred: prior IT leadership experience and prior government IT experience.
- Advanced technical credentials or multiple certifications may substitute for experience.
- Knowledge of microcomputer and mainframe client servers, systems analysis, network communications, database queries, troubleshooting network and hardware, and developing technical reports.
- Ability to analyze, apply logic, solve technology problems, and establish effective working relationships with vendors, management, technical co‑workers, and system users.
