Subject Matter Expert (SME) – Health & Human Services

Duration:
Long-term Contract

Job Summary: Seeking a senior Subject Matter Expert with deep experience in Health & Human Services programs (SNAP, TANF, Medicaid, Child Support, IES) to bridge policy, business requirements, and technical architecture for modernization initiatives. The role involves guiding solution design, ensuring regulatory compliance, and leading cross-functional teams to deliver enterprise-scale eligibility system enhancements.

Must-Have:

• Extensive public sector/HHS domain expertise (10+ years)
• Hands-on experience with state/federal eligibility systems and modernization projects
• Strong knowledge of SNAP, TANF, Medicaid, Child Support, or IES
• Familiarity with Java, .NET, AWS, Postgre
  
  SQL/Aurora, Corticon, and Informatica
• Experience with rules-based systems, SOA, and data governance
• Proven ability to translate policy/regulations into actionable technical requirements
• Excellent communication and stakeholder management skills

Responsibilities:

• Serve as a bridge between policy, business, and technical teams for solution planning.
• Lead design sessions with architects, product owners, and development teams.
• Translate complex program policies into functional and technical requirements.
• Ensure compliance with regulations (e.g., HIPAA, Section 508) in solution delivery.
• Oversee data flows between legacy and modern systems for eligibility and reporting.
• Identify solution gaps, risks, and integration points to guide modernization roadmaps.
