Founded in 1979, the Johns Hopkins Center for Talented Youth (CTY) is a center for innovation dedicated to advancing the field of gifted education through research on testing, programs, and other supports for advanced learners. CTY runs in‑person and online academic programs for bright learners, fostering a community of advanced learners and connecting students in and outside the classroom.

The Talent Acquisition Manager will provide HR and Talent Acquisition support to CTY, which supports approximately 120 full‑time staff members and 1,800 casual instructional staff. The role includes requisitioning, pre‑employment processing, candidate sourcing, data reporting, and coordination of full‑service human resource functions related to summer sites and staffing.

Responsibilities
  • Talent Acquisition
    • Identify workforce requirements to achieve organizational goals.
    • Create and implement talent acquisition and sourcing strategies for multi‑level hiring.
    • Manage recruitment process, including job postings, sourcing, interviewing, and candidate onboarding.
    • Establish and maintain TA performance KPIs, metrics, and process adherence.
    • Provide reporting, forecasting, metrics development, and implementation that drives TA performance.
    • Establish effective relationships with candidates, business partners, and professional organizations.
    • Ensure diverse talent pools are identified and leveraged.
    • Build and develop recruiting strategies for specific business lines.
    • Provide work direction to the recruiting team.
    • Ensure recruiting and employment practices align with applicable laws.
    • Review and optimize recruitment process for efficiencies.
    • Ensure a positive hiring manager and candidate experience.
    • Serve as an organizational representative at recruiting events.
    • Develop a robust qualified candidate pool.
  • Administration
    • Serve as primary point of contact for employees for talent acquisition.
    • Provide operational support in a high‑volume, fast‑paced recruiting environment.
    • Process full‑time, part‑time, and limited instructor contracts.
    • Process new hires and terminations for all staff.
    • Coordinate the onboarding process (welcome emails, offer letters, etc.).
  • Analysis & Reporting
    • Identify staffing concerns and recommend recruitment solutions.
    • Track and analyze recruitment metrics to improve processes.
  • Communication
    • Develop and implement communication strategies to market the organization.
    • Collaborate with marketing and communications resources on media, online presence, social media.
    • Follow up with candidates to ensure understanding of open positions and the hiring process.
    • Communicate hiring decisions to candidates.
  • Team Management
    • Partner with the HR Director to determine staffing levels, team structure, and hiring objectives.
    • Provide professional development to talent acquisition staff.
    • Provide performance feedback through employee recognition, rewards, and disciplinary action.
  • Internal Collaboration
    • Partner with the HR team, hiring managers, and leaders on workforce planning.
    • Consult with HR teams to ensure talent acquisition compliance.
    • Perform special employment projects as assigned.
    • Collaborate with HR Business partners to ensure a positive hiring/onboarding experience.
  • Other Duties
    • Human Resources duties as assigned.
Physical Requirements
  • Must be available to work nights and weekends during the summer.
Supervisory Responsibility
  • Lead a team of 3 Senior Talent Acquisition Specialists.
  • Manage 2 casual sourcing/recruiting staff.
Special Knowledge, Skills, And Abilities
  • Knowledge of HR‑related law.
  • Analytical and problem‑solving skills.
  • Ability to meet deadlines and prioritize work assignments.
  • Proactive customer service approach and effective communication.
  • Advanced knowledge of Microsoft Office tools, including Excel.
Minimum Qualifications
  • A bachelor’s Degree in Human Resources, Business Administration, or a related field (strongly preferred).
  • Five years of related work experience.
  • Two years of supervisory experience.
