Introduction

The Maryland Office of Correctional Ombudsman is an independent unit within the Maryland State Government established in July of 2024. The Office of the Correctional Ombudsman (OCO) provides independent oversight of the Department of Public Safety and Correctional Services and the Department of Juvenile Services. The primary purpose of the agency is to provide public reports and recommendations concerning the needs and rights of incarcerated individuals, their families, and prison volunteers.

The OCO will improve safety and other conditions within Maryland’s prisons. This is a Special Appointment position and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

Position duties include, but are not limited to:
The Assistant Ombudsman for Corrections will assume the responsibility of correctional oversight within DPSCS facilities. Responsible for advising the Deputy Correctional Ombudsman or designee on all significant issues relating to correctional oversight; initiates changes and improvements to ensure the most effective delivery. Responsible for timely reporting on DPSCS facility conditions in consultation with Deputy Correctional Ombudsmen or designee. Responsible for maintaining compliance with OCO policies and procedures to ensure the timely delivery of services on a daily and long-range basis.

MINIMUM QUALIFICATIONS

Education:

Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience:

Six years of administrative staff or professional work.

Notes:

  • Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
  • Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
  • Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
  • DESIRED OR PREFERRED QUALIFICATIONS

    Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Extensive experience in medical oversight, healthcare compliance, or clinical quality assurance, with demonstrated ability in conducting comprehensive on-site medical case reviews and targeted audits to assess the adequacy of healthcare services, operations, and identify systemic medical concerns.
  • Juris Doctor (J.D.) degree or Master’s degree in a relevant field such as criminal justice, criminology, public administration, public health, social work, mental health counseling, clinical psychology, or other relevant field.
  • Background in nursing, medicine, public health, health administration, or healthcare compliance (RN, MD/DO, MPH, CHC, CPHQ, or similar credentials).
  • Demonstrated history of advocacy or professional work supporting justice-impacted individuals, including lived experience.
  • LICENSES, REGISTRATIONS AND CERTIFICATIONS

    Employees in this classification will be assigned duties which require the operation of a motor vehicle. Employees may be required to possess a motor vehicle operator's license valid in the State of Maryland.
