Main Purpose of JobThis position will serve as an advanced clinical specialist in applying expert clinical and therapeutic knowledge toward the review of completed petitions of individuals with severe and complex behavioral health diagnoses for the Assisted Outpatient Treatment (AOT) program, a civil commitment program for individuals with serious and persistent mental illness. This position will further be required to support AOT programs in providing advanced-level consultative expertise toward addressing high-risk cases in the AOT program, including identifying crisis situations and determining appropriate clinical intervention policies;
and identifying complex cases and determining appropriate clinical intervention policies. This position will utilize expert clinical and therapeutic knowledge to support AOT Care Coordination Teams in the development of individualized treatment plans for individuals with severe behavioral health conditions for the AOT program.
This position is an advanced clinical leadership position responsible for providing expert support and oversight to multiple AOT programs across a designated region. This position will work in close cooperation with public and private organizations, including state agencies, local AOT teams, healthcare providers, and the judicial system, to enhance program efficiency and ensure individuals enrolled in AOT receive appropriate treatment to achieve optimum social and health outcomes.
Additionally, this position plays a key role in applying expert clinical knowledge toward standardizing best clinical practices across jurisdictions, troubleshooting barriers to care, and driving system-wide improvements in service delivery.
This position incorporates responsibilities including expert individual case consultation and review, interagency coordination, and crisis intervention. This position will be responsible for ensuring that treatment plans align with evidence-based models and adhere to national best practices. This role also involves active participation in policy development, resource allocation, and continuous program evaluation to support ongoing improvements in Maryland’s AOT initiatives. This position requires strong leadership, advanced clinical expertise, and the ability to manage complex cases and systemic challenges while maintaining a focus on public safety and individual recovery.
MINIMUMQUALIFICATIONS
Education:
Determined by the Maryland State Board of Social Work Examiners under the licensing requirements for Social Workers.
Experience:
Four years of experience rendering clinical social work services in a health care or treatment setting subsequent to the receipt of an approved Master’s degree in Social Work, including two years experience in an area of clinical specialty.
Notes:
- Candidate may substitute one complete year of graduate social work education beyond the Master’s degree at an accredited college or university for one year of experience in an area of clinical specialty. Applicants must submit a statement from the college or university that the advanced work constitutes one full year toward the completion of work required for a Doctorate degree.
- Candidate may substitute a Doctorate degree in social work from an accredited college or university for two years of experience in an area of clinical specialty.
- Candidate may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Social Work classifications or Social Work specialty codes in the Social Science, Psychology, and Welfare field of work on a year-for-year basis for the required experience.
- Experience in mental health case management, behavioral health services, or a related field.
- Experience/Knowledge of Maryland's AOT laws, policies, and court procedures.
- Experience with coordinating multi-agency collaborations and facilitating system-level improvements.
- Experience in crisis management, training facilitation, and data-driven program evaluation.
