Job Summary

An Ombudsman receives, investigates and resolves complaints from, or on behalf of residents of public housing in the City of Baltimore. The work of this class involves no supervisory duties or responsibilities.

Incumbents receive general supervision from an administrative superior. Employees in this class work a conventional work week that may include occasional evening work. Work requires minimal physical exertion.

Minimum Qualifications

On or before the date of filing the application, each candidate must:

  • Education:

    Have a bachelor’s degree from an accredited college or university in social work, business or public administration, media relations or a closely related field.
  • Experience:

    Have two years of experience in advocacy or related work.
  • OR Equivalency Notes:
    Have an equivalent combination of education and experience.
  • Licenses, Registrations, and Certificates:
    Have a valid Maryland Class C Noncommercial driver’s license or an equivalent driver’s license and eligible to obtain a Baltimore City driver’s permit. PROVISIONAL DRIVER’S LICENSE OR LEARNER PERMITS ARE NOT ACCEPTABLE.
  • NOTE:

Knowledge, Skills & Abilities
  • Knowledge of applicable State and local laws and regulations pertaining to public housing.
  • Knowledge of the general operations and procedures of a public housing agency; knowledge of practices, policies and procedures of DHCD.
  • Knowledge of the geography and demographics of Baltimore city neighborhoods, and how program services can be targeted to those eligible.
  • Skill in conducting investigations and interviews.
  • Skill in conflict mediation and resolution.
  • Ability to respond to public concerns, exercise sound judgment in differing circumstances and act in a responsible and professional manner.
  • Ability to conduct investigative interviews and gather evidence and information consistent with established procedures.
  • Ability to write detailed reports.
  • Ability to maintain confidential case files and records.
  • Ability to handle sensitive and tense situations with calm, tact and diplomacy.
Background Check

Eligible candidates under final consideration for appointments to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint must be successfully completed.

Probation

All persons, including current City employees, selected for this position must complete a mandatory six-month probation.

Eligibility

Qualified candidates will be considered for vacancies as they arise, for a period of at least six months. The decision of the Director of Human Resources with respect to acceptable minimum qualifications is final.
