The Environmental Program Manager I serves as the Asbestos Division Chief. The primary purpose of this role is to plan, direct, and supervise the activities of the Division. This includes the responsibility to license asbestos contractors and enforce COMAR 26.11.21 (Control of Asbestos Regulations) and the National Emissions Standards for Hazardous Air Pollutants (Asbestos NESHAP) within the state of Maryland.
Minimum QualificationsEducation: A Bachelor’s degree from an accredited college or university including 30 credit hours in engineering or the biological, environmental, or physical sciences.
Experience: Three years of experience supervising a professional staff or as a project supervisor in the general field of work.
- Candidates may substitute additional experience in engineering, public administration or law as related to environmental health on a year-for-year basis for the required education.
- Applicants may substitute registration as an Environmental Sanitarian or as a Professional Engineer for the required education.
- Applicants may substitute one additional year of experience in engineering, public administration or law related to environmental health for the 30 credit hours of required education.
- Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering, Natural Resources and Science field of work on a year-for-year basis for the required education and experience.
Preferred Qualifications
- Three years or more of experience working in the asbestos management field.
- Experience or knowledge of both federal and State of Maryland asbestos regulations.

Licenses, Registrations and CertificationsCandidates appointed to this position may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
