Overview
The JH Police Dispatch Supervisor has the opportunity to support the operational and strategic direction of police services across all three campuses - Homewood, Peabody, and East Baltimore, which includes The Johns Hopkins Hospital, and be a pivotal part of the equitable delivery of community-oriented services.
Specific Duties & Responsibilities- Schedule and manage work shifts, leave, and assignments of subordinate personnel in a 24-7 emergency communications and monitoring facility to ensure minimum staffing levels are maintained to meet required call processing goals.
- Design and implement processes for incoming and outgoing emergency and non-emergency telephone calls, ensuring agency policy, procedures and goals are met.
- Monitor performance of Johns Hopkins Police Department (JHPD) and Johns Hopkins Public Safety (JHPS) dispatchers to ensure agency policy, procedures, and performance goals are met.
- Coordinate with the Director of Training to ensure all center training requirements are met.
- Coordinate with the Director of Training to identify "in-service" training relevant to policy and procedure as well as professional development of center staff.
- Conduct performance evaluations of assigned employees.
- Review work to ensure compliance with MILES and NCIC requirements.
- Coordinate with leadership to implement changes in dispatch procedures.
- Supervise and evaluate subordinate personnel.
- Provide input to Leadership regarding policies and procedures pertaining to the operation of the Center and changes in procedures.
- Communicate in a positive manner with center staff.
- Report commendable performance or deficiencies or liability issues to Leadership in a timely manner.
- Perform the duties of JH Police dispatcher in the latter's absence.
- Process incoming and outgoing emergency and non-emergency telephone calls and incoming radio calls, dispatching appropriate response within Johns Hopkins Public Safety (JHPS) and Johns Hopkins Police Department (JHPD) policies and guidelines.
- Contact and direct Baltimore Police, Fire, and Paramedics as needed.
- Coordinate responses among Johns Hopkins Police and Public Safety, Facilities Management, Student Affairs, and Hopkins Emergency Rescue Unit personnel.
- Relay information from field officers requesting backup and support services, such as crime lab technicians, K-9 units, emergency medical services, rescue, and fire equipment.
- Obtain, input, and receive data related to police activities, such as criminal history, warrants, and vehicle registration.
- Provide general assistance and information to Johns Hopkins students, faculty, staff, and visitors.
- Maintain familiarity with the general geography of the communities served.
- Participate in available professional development for center staff.
- Operate specialized communications networking equipment and computer terminals, accessing restricted law enforcement networks.
- Monitor Baltimore Police Department transmissions and activities, transmitting pertinent information to university police personnel.
- Monitor safety and security systems and video surveillance for events or activity requiring a JHPS/JHPD response, reporting malfunctions as appropriate and dispatching appropriate personnel to alarm sites.
- Perform administrative tasks necessary for the operation of the Communications Center.
- Responsible for maintaining manual and computerized reports, logs, records, and data from JH Police Dispatchers.
- Other duties as assigned.
- Must be able to pass an extensive Maryland State Police/F.B.I. background investigation and complete a physical/health screening examination by the Office of Occupational Health and Safety, which includes a drug screening.
- Criminal Justice Information System (CJIS) Terminal Operator Certification.
- Emergency Medical Dispatch (EMD) Certification through the National Academies of Emergency Dispatch (NAED).
- Emergency Fire Dispatch (EFD) Certification through the National Academies of Emergency Dispatch (NAED).
- Emergency Telecommunicator Certification (ETC) through the National Academies of Emergency Dispatch (NAED).
- Emergency Dispatch (NAED).
- High School Diploma or graduation equivalent.
- Five (5) years of customer service or other related work experience to include at least two (2) years of supervisory experience.
- Additional education may substitute for required experience, and additional related experience may substitute for required education beyond a high school diploma/graduation equivalent, to the extent permitted by the JHU equivalency formula.
- Associates degree preferred.
- Four (4) years related experience in public safety communication including familiarity with communication technology and call-taking techniques.
- Two (2) or more years in a progressively responsible supervisory/management role and familiarity with public safety communication technology and call-taking techniques.
