Introduction
The Maryland Commission on Civil Rights (MCCR) is the agency responsible for enforcement of anti-discrimination and civil rights laws for the State of Maryland. MCCR is charged with investigating and administratively processing complaints that allege discrimination in employment, housing, public accommodation, health services, commercial leasing, and the State’s commercial non-discrimination policy.

Position Duties ResponsibilitiesCase Processing & Fact Finding Services
- Review discrimination complaints
- Draft documents including but not limited to complaints, correspondence to the parties, and subpoenas
- Conduct interviews with both parties and relevant witnesses
- Provide testimony at court proceedings
- Draft comprehensive written findings of decisions
- Schedule fact finding sessions
- Coordinate day‑of fact‑finding services
Administrative Duties
- Formulate recommendations to the Unit Supervisor
- Prepare, thoroughly review, and analyze statistical reports pertaining to investigations and fact‑finding services
- Ensure consistent and orderly maintenance of all case files, databases, and records
- Track compliance for pending case closures or outstanding agreement conditions
- Assign and review work of Civil Rights Officers I, II, and III
- Interview and select new employee
- Train new employees in the Civil Rights Officer I, II and III classifications
Experience:
Five years of professional experience investigating alleged discrimination complaints and negotiating agreements to settle discrimination complaints in housing, employment and public accommodations.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
