Maryland Department of Labor is currently accepting applications from qualified candidates for the position of Wage and Hour Investigator I within the Division of Labor and Industry, Prevailing Wage & Workplace Fraud Units. Main Purpose of Job

The main purpose of this position is to enforce and increase voluntary compliance with Maryland protective labor & employment laws which fall under the responsibility of the Department of Labor. This position requires demonstrated fluency (both oral and written) in Spanish and English to communicate with Spanish‑speaking constituents.

Position Duties
  • Investigation: Conduct investigations and examinations of potential labor standards violations in the State, using established investigative discovery methods and evidentiary analysis. This includes conducting and documenting witness interviews, identifying, collecting, and analyzing relevant information such as statements, reports, payroll, and personnel policies and records, and other required documentation.
  • Evaluation: Evaluate and relate facts to compliance requirements, citing applicable labor laws and regulations to empower employees, prevent violations and provide public education. This is performed through direct in‑person and telephone interviews, written communications, and reviewing documentary information.
  • Adjudication: Adjudicate labor law violations after considering investigation results, document findings, provide testimony during hearings, and enforce decisions by issuing citations, penalties, wage orders, final wage orders, subpoenas, and other notices.

    Education:

    Provide consultation services to employers, employees, and other interested persons to improve labor law compliance. This includes written and oral communication, group presentations, and collaboration with employers to establish compliance programs.
  • Communication: Communicate orally and in writing with employers, employees, colleagues, and program management to identify and investigate potential violations, issue enforcement documents, obtain compliance through approved methods (e.g., conciliation or settlement), and address inquiries from the public.
  • Report Writing: Prepare narrative reports detailing investigations and follow‑up activities.
  • Other Duties as Assigned: Perform all other duties assigned.
Minimum Qualifications

Education:

Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience:

Two years of general investigative work.

  • Candidates may substitute the possession of an Associate’s or Bachelor’s degree from an accredited college or university for the required years of experience.
  • Candidates) college credit hours from an accredited college or university for one year of the required experience, not to exceed two (2) years of the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a non‑commissioned officer in the inspection, investigation, enforcement, and compliance classifications (inspection, investigation, enforcement and compliance specialty codes in the wage and hour investigation field) on a year‑for‑year basis for the required experience.

Preferred Qualifications
  • Experience in governing wages or employment practices in human resources, investigations, or management, non‑payment of wages, and/or pay equity.
  • Report writing and investigative background experience.
  • Ability to speak and write fluent Spanish.
  • Experience reviewing, researching, and applying standards and regulation in a codified environment.
Licenses, Registrations, and Certifications

Employees in this classification may be required to operate a motor vehicle and must possess a valid motor vehicle operator’s license in the State of Maryland.
