Main Purpose of Job
:
The main purpose of this position is to enforce and increase voluntary compliance with Maryland protective labor and employment laws, which fall under the responsibility of the Department of Labor. Demonstrated fluency (both oral and written) in both Spanish and English is required to communicate with Spanish-speaking constituents.

Position Duties
  • Investigation: Conduct investigations and examinations of potential labor standards violations using established investigative discovery methods and evidentiary analysis, including witness interviews, collecting and analyzing statements, payroll, personnel policies and records, and other required documentation and evidence.
  • Evaluation: Evaluate and relate facts to compliance requirements, citing applicable labor laws and regulations to empower employees, prevent violations, and educate the public. This is performed through direct in-person and telephone interviews, written communications, and reviewing documentary information and evidence.
  • Adjudication: Adjudicate labor law violations after considering investigation results and documented findings. Provide testimony during hearings and enforce decisions by issuing citations, penalties, wage orders, subpoenas, and other notices.
  • Outreach and

    Education:

    Provide consultation services to employers, employees, and other interested persons to improve labor law compliance in the state. Conduct written and oral communications, group presentations, and collaborate with employers to establish compliance programs.
  • Communication: Communicate orally and in writing with employers, employees, colleagues, program management, and other interested persons to identify and investigate potential violations, issue enforcement documents, obtain compliance through approved methods (such as conciliation or settlement), and address inquiries from the public.
  • Report Writing: Prepare narrative reports detailing investigations and follow-up activities.
  • Other Duties as Assigned: Perform all other duties as assigned.
Minimum Qualifications
  • Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Experience: Four years of general investigative work. Two years of the experience must have involved investigations for compliance with laws and regulations governing wages and/or employment practices.
  • Notes:
    1) Bachelor’s degree may substitute for the required years of experience.
    2) Associate’s degree may substitute for two years of the required experience.
    3) Thirty college credit hours may substitute for one year of experience, not to exceed four years.
    4) U.S. Armed Forces military service as a non-commissioned officer in relevant inspection/investigation/enforcement/compliance roles may substitute on a year-for-year basis.

Preferred Qualifications
  • Experience governing wages or employment practices in human resources, investigations, management, non-payment of wages, and/or pay equity.
  • Report writing and investigative background.
  • Ability to speak and write fluent Spanish.
  • Experience reviewing, researching, and applying standards and regulations in a codified environment.
Licenses, Registrations and Certifications

Employees may be assigned duties requiring operation of a motor vehicle. A motor vehicle operator's license valid in Maryland is required for such duties.

Special Requirements
