Overview
Introduction
Maryland's Family and Medical Leave Insurance (FAMLI) program makes sure all workers in Maryland have paid time off for medical and family reasons. FAMLI is a social insurance system covering 2.8 million workers and 180,000 employers, delivered as a digitally native, public-facing service. We're in the early stages of building something as big and as far-reaching as unemployment insurance or a new health department.
We know the delivering services primarily through a website, over the Internet, is a new way of doing business in government. We recognize that nothing we do matters if people do not know this program exists. Over the next couple of years the Public Engagement team will be working to ensure Maryland businesses and workers know about the FAMLI program and understand what it means to them.
The Public Engagement team are the bridge builders y strengthen the organization s links with communities and stakeholders across Maryland by listening and telling stories. They face both outwards and inwards: they tell Marylanders the story of FAMLI and build empathy by listening to and learning from the communities that FAMLI serve.

Main Purpose of JobThe Sr. Public Engagement Specialist is a senior member of the Community Engagement team supporting and reporting to the Director of Public Engagement. The Sr Public Engagement Specialist will work collaboratively with the Manager of Public Engagement and the Director of Public Engagement to implement the Division s engagement strategy with critical community members and stakeholders and communicate FAMLI s messaging to the community.
The Sr Public Engagement Specialist will also support the Director of Public Engagement in ensuring that the Division engages in equitable community and stakeholder engagement that shares power with the community and is built on trust, transparency, and mutual accountability.
Stakeholder Outreach and Engagement Identify and attend stakeholder events (conferences, health fairs, and meetings) to represent FAMLI in the community. Develop and support engagement strategies for communities in languages other the English (LOTE). Must be available to attend evening and weekend events and community meetings as needed.
Strategy and Research Develop tools to collect and present qualitative and quantitative public engagement data. Provide expertise to internal teams on public engagement. Plan and conduct research and analysis of various stakeholder groups and community engagement activities including individuals with limited English proficiency. Receive feedback about the needs of employers and workers and communicate that to Division Leadership to ensure effective implementation of the FAMLI system.
Event Management Assist with the planning and execution of FAMLI hosted meetings and events. Provide assistance at events for individuals with limited English proficiency (Spanish or Mandarin).
MINIMUM QUALIFICATIONSEducation:
Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience:
Six years of administrative staff or professional work. Notes:
1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor s degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a Master s degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
Possession of a Bachelor s degree from and accredited college or university. At least three years of experience conducting community organizing, outreach or related community engagement activities. Fluent in Spanish or Mandarin. Experience and ability to be culturally competent, to understand, communicate and work effectively and respectfully across all constituents that represent diversity of culture, such as demographics, socioeconomic status, race, ethnicity, and language.
Strong oral and written communication skills, especially presentations at and facilitation of community meetings. Ability to adapt communication style to multiple cultural environments and perspectives. Experience with Google Workspace. You ll fit right in at FAMLI if:
