** job summary
** the environmental inspector supervisor – integrated vegetation management (ivm) program leads and administers post-construction ecological restoration efforts tied to city of baltimore department of public works (dpw) capital projects. This role is responsible for ensuring compliance with the city’s natural resource conservation (nrc) policy and procedure and integrated vegetation management plans for natural areas impacted by construction. The incumbent supervises environmental inspectors and/or contractors, conducts site assessments, manages vendor contracts, develops annual budgets, and prepares regulatory documentation in support of stormwater, floodplain, and wetland permit requirements under the supervision of the natural areas unit manager.
Work is performed outdoors on active or recently completed construction and restoration sites, as well as indoors preparing reports and plans. Exposure to urban natural areas, insects, wildlife, inclement weather, dust, and noise is common. Work requires walking or standing outdoors for extended periods.
** essential functions
**** program administration
*** administer the integrated vegetation management (ivm) program under the mou between bcrp and dpw.
* coordinate procurement, contract development, scheduling, and budget tracking for ivm service vendors.
* manage post-warranty vegetation maintenance projects funded by the department of public works (stormwater, wastewater, water).
* utilize land management software (e.g., terra trek) to track treatment activities and generate reports.
** field inspection & quality control
*** perform and supervise site inspections to ensure compliance with approved ivm plans.
* assess desirable and invasive plant cover and recommend appropriate management actions (e.g. Monitor, stabilize, rebound, intensive).
* provide technical support during the dpw construction warranty period and oversee all post-warranty ivm treatments.
* ensure adherence to ansi vegetation management standards and nrc procedure guidelines.
** supervision & coordination
*** supervise subordinate environmental inspectors and/or contracted staff working on ivm-related inspections and restoration.
* coordinate closely with dpw, consultants, contractors, and other city agencies to align ivm efforts with broader environmental goals.
* notify community organizations of planned vegetation management activities and represent bcrp in interagency meetings.
** reporting & regulatory compliance
*** compile and submit inspection reports to dpw to support joint permit applications (jpas) and ms4 reporting.
* document ivm performance and maintain long-term treatment records to support adaptive management for up to 10 years…
