Position: Principal Deputy Associate Director, HI

Summary

The Principal Deputy Associate Director for Healthcare and Insurance serves as a principal advisor to the Associate Director for Healthcare and Insurance (HI) and represents the Associate Director in support of the Agency and Administration's policies and programs. The incumbent supports the Office of Personnel Management (OPM) and HI efforts to develop policy directions and program development in employee insurance benefit programs.

Responsibilities
  • Manage the efficient and effective operations of the programs and program groups under HI direction, including overseeing the annual benefit and rate negotiations and finalizing Federal employee benefits contracts, such as FEHB and Federal Employee Dental and Vision Insurance Program (FEDVIP); assure the smooth operation of the annual Federal Benefits Open Season and ongoing delivery of contracted benefits.
  • Implement program, management and process improvements to promote the effective completion of the HI mission.
  • Analyze policy options, legislative changes and trends that affect the design, delivery and management of benefits programs, including potential impacts on how OPM programs are affected by laws and regulations outside of OPM's control; performance measurement and rewards for plans that participate in the FEHB, FEDVIP, FEGLI, FLTCIP, FSAFEDS programs; changes to benefits packages that reflect changing practices.
  • Develop strategies to implement OPM programs and policies.
  • Participate in discussions, both inside and outside of OPM, about how to effectively deliver health insurance and other benefit programs under HI's purview, ensuring alignment of program goals, operational practices and compliance with applicable laws and regulations.
Requirements
  • Must be a U.S. Citizen or National.
  • Subject to a 1‑year supervisory probationary period unless already completed.
  • Complete a Declaration for Federal Employment to determine suitability for federal employment at the time requested by the agency.
  • Male applicants born after December 31, 1959, must certify registration with the Selective Service System or exemption.
  • May be subject to pre‑employment and random drug tests.
  • File a Confidential Financial Disclosure Report (OGE‑278e) within 30 days of appointment and annually thereafter.
  • May be required to obtain and maintain an interim or final security clearance; failure to maintain clearance may result in withdrawal of the offer.
  • This is not a remote position; the selectee will be required to report to a duty station on a regular basis. Telework may be authorized.

To meet the minimum qualification requirements, applicants must demonstrate the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) related to this position. The resume should provide evidence of experience, education, and accomplishments applicable to the qualifications.

Mandatory Technical Qualifications (MTQs):

  • Experience and/or expert knowledge of designing and/or directing strategy, policy, and operations for large employer‑sponsored benefit programs or large health insurers.
  • Knowledge of government operations: policy and major program responsibility.
  • Knowledge of health care claims, claims processing, and health care financing.
  • Knowledge of state insurance oversight and management.
  • Knowledge of other health programs, e.g., Medicare.

Desirable Technical Qualification (DTQ):

  • Master’s degree in Public Health, Public Administration, Healthcare Administration, or related fields, or a related business administration degree with a healthcare emphasis.

Applicants who are members of the Senior Executive Service (SES) or have been certified through an OPM‑approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, do not need to respond to the ECQs; instead, attach proof of eligibility for non‑competitive appointment to the SES.
