Position: Community Health Educator III - Baltimore City Health Department

Job Summary

A Community Health Educator III designs, organizes and conducts health educational and promotional programs. Work of this class involves no supervisory duties or responsibilities. Incumbents receive moderate supervision from a technical superior. Employees in this class work a conventional workweek. Work is performed in an office where working conditions are normal. Work requires minimal physical exertion.

Minimum Qualifications

On or before the date of filing the application, each candidate must:

Education: Have a bachelor s degree in public or community health education from an accredited college or university.

AND

Two years of experience performing public or community health education work.

OR

Equivalency Notes: Have a bachelor s degree from an accredited college or university and three years of experience performing public or community health education work; or an equivalent combination of education and experience.

Licenses, Registrations, and Certificates: Have a valid Maryland Class C Noncommercial driver s license or an equivalent driver s license and eligible to obtain a Baltimore City driver s permit. PROVISIONAL DRIVER S LICENSE OR LEARNER PERMITS ARE NOT ACCEPTABLE.

NOTES: In some designated positions, specific experience providing community health education in HIV/AIDS, Sexually Transmitted Diseases or Tuberculosis may be required. Some positions in this class may require, in addition to fluency in English, fluency in reading, writing, speaking and translating English into a non-English language. Those eligibles under final consideration for appointment to some positions in this class will be required to authorize the release of criminal conviction information.

Knowledge, Skills, & Abilities
  • Knowledge of the principles and techniques of health education.
  • Knowledge of individual and group behavior.
  • Knowledge of facts and prevention of a wide variety of diseases, such as HIV/AIDS, STD and Tuberculosis.
  • Skill, in certain designated positions, in speaking, translating, reading and writing a non-English language utilizing specific established rules pertaining to such factors as spelling in letters or characters in a Latin or non-Latin-based alphabet or writing system, word meanings, sentence structure, grammar, pronunciation, punctuation and other related language mechanics.
  • Ability to design, organize, conduct and evaluate community health education and promotion programs.
  • Ability to utilize the computer and common business presentation software packages to prepare community health education and promotion materials.
  • Ability to develop and conduct in-service training programs in health education.
  • Ability to act as a health educational consultant.
  • Ability to deal with city government officials and personnel and community groups and organizations.
  • Ability to communicate effectively orally and in writing.
Additional Information Background Check

Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a criminal background check and/or fingerprint must be successfully completed.

Probation

All persons, including current City employees, selected for this position must complete a mandatory six-month probation.

Eligibility

Qualified candidates will be considered for vacancies as they arise, for a period of at least six months. The decision of the Director of Human Resources with respect to acceptable minimum qualifications is final.

Education Accreditation

Applicants’ education must be obtained from an accredited institution. Education credentials obtained out of the US must be evaluated for US equivalency. Evaluation agencies information may be obtained es.org.
