The Maryland Department of Labor Division of Workforce Development and Adult Learning - Correctional Education unit is accepting applications from qualified applicants for the purpose of building an applicant pool for current and anticipated position vacancies.

Main Purpose of Job

To represent Maryland Department of Labor (MD Labor) within the Division of Workforce Development and Adult Learning (DWDAL) for the Correctional Education (CE) Special Education program. To provide services to students with disabilities who attend a CE school located within the Maryland Department of Public Safety and Correctional Services (DPSCS) facilities. To report to MD Labor headquarters in Baltimore, MD. This role will primarily work with the CE Special Education Coordinator, Special Education related service providers, CE Special Education Teachers/Case Managers, CE General Education Teachers, CE Principals, and the CE Special Education Data Manager/Individual Education Program (IEP) Specialist.

This individual will ensure students on their caseload (primarily ages 18 to 21) receive the following: representation at child-find, amendment, annual, and triennial IEP and 504 meetings; counseling services; formal and informal assessments; observations and interviews for data collection; and parent/guardian collaboration. The individual will complete assigned documentation on the Maryland Online IEP (MOIEP) system to uphold IDEA, COMAR, and MSDE guidelines, and will maintain strict confidentiality of students’ records in accordance with IDEA, COMAR, MSDE, MD Labor, CE, FERPA, and HIPAA.

Duties
  • Provide quality and timely in-person counseling services in accordance with students’ IEP goals and related service hours.
  • Provide transportation to and from assigned CE schools on a monthly and/or bi-weekly basis; document sessions on MOIEP and a Google-related service provider tracking document.
  • Tri-annually complete students’ IEP Progress Reports based on their goals.
  • Consult with students’ teachers, related service providers, and parent/guardian to discuss growth, challenges, and needs related to counseling goals.
  • Attend child-find, IEP, and 504 Plan meetings to assist in student eligibility, program planning, and revision of documents.
  • Conduct consultation sessions with teachers, parents/guardians, related service providers, DPSCS case managers, and/or the Special Education Coordinator as part of the interdisciplinary team.
  • Use a wide range of tools to conduct in-person psychological assessments to determine cognitive, behavioral, and organizational aspects; interpret and discuss the resulting Comprehensive Psychological Report at meetings.
  • Write MOIEP present levels of academic achievement and functional performance (PLAAFPs) based on the report, and identify goals, objectives, supplementary aids, and related services if applicable.
  • Document parent/guardian discussions on MOIEP with date/time and content.

    Collaboration:

    inform the Special Education Coordinator of absences or delays and coordinate communication with schools and staff with appropriate notice.
  • Attend formal testing, IEP meetings, and counseling sessions; collaborate with staff with at least 1 week notice.
  • Participate in professional development hosted by CE and the CE Special Education program; maintain a daily Google Calendar of scheduled events, submitted weekly.
  • Collaborate with the Special Education Coordinator to design and provide professional development for CE staff regarding related services.
Minimum Qualifications

Education: Determined by the Maryland State Board of Examiners of Psychologists under licensing requirements for Psychologists.

Experience: Two years of experience rendering psychological services or engaged in psychological research after receipt of the Psychologist license.

Note:

Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Clinical Psychology classifications or Psychology specialty codes for the required experience.
