Senior Civil Engineer has extensive experience in stream restoration, stormwater infrastructure construction, and underground utility projects. This position provides field engineering support, construction inspection, and construction oversight for complex stream and stormwater improvement projects including channel stabilization, storm drain installation, sanitary sewer encasement/relocation, and site restoration. The Senior Civil Engineer works independently under the general direction of the Contract Manager and provides technical guidance to inspectors and junior staff while ensuring compliance with contract documents, plans, specifications, and regulatory requirements.
ESSENTIALFUNCTIONS
- Provides field engineering oversight and inspection of stream restoration and stabilization projects including stream grading, relocation, back filling, and channel reconstruction.
- Reviews and verifies placement of channel bed material, in-stream and channel bank stone/rock structures, wood stream structures, and soil stabilization matting/coir blanket installations.
- Oversees and inspects storm drain outfall extensions, storm drain pipes, inlets, manholes, and headwalls.
- Inspects construction of gabion retaining walls and verifies foundations, basket installation, and stone placement.
- Oversees relocation and encasement of sanitary sewer pipelines.
- Verifies grading in outfall forebays and step pool storm conveyance systems.
- Inspects sidewalks, curb and gutter, asphalt paving, and associated surface restoration.
- Reviews materials delivered to site for compliance with project specifications and rejects defective materials or workmanship.
- Verifies alignment, slope, elevations, and dimensions of installed utilities and structures.
- Observes compaction operations and reviews compaction test results.
- Ensures contractor compliance with erosion and sediment control, environmental permits, and safety requirements.
- Documents contractor activities through daily reports, photographs, and field sketches.
- Advises contractors of deviations from plans and specifications and recommends corrective actions.
- Participates in pre-construction, progress, and closeout meetings.
- Reviews and maintains as-built information throughout construction.
- Assists Contract Manager with quantity tracking, pay item verification, and field change documentation.
- Acts as lead field engineer on complex stream and stormwater projects.
- Provides mentoring and technical guidance to inspectors and junior engineers.
- Serves as liaison between contractors, engineers, and client representatives.
- Reviews project plans, specifications, permits, and special provisions prior to construction.
- Assists with utility coordination and field conflict resolution.
- May work outside normal business hours to support construction schedules.
- Performs other related duties as assigned.
- Extensive knowledge of stream restoration and stormwater construction practices.
- Strong knowledge of underground utility construction (storm drain and sanitary sewer).
- Knowledge of soil compaction, grading, and earthwork operations.
- Knowledge of erosion and sediment control practices and environmental regulations.
- Ability to read and interpret construction plans, profiles, cross-sections, and specifications.
- Ability to compute quantities and verify pay items.
- Ability to prepare accurate, detailed technical and inspection reports.
- Proficient in Microsoft Word, Excel, and Outlook.
- Strong verbal and written communication skills.
- Ability to work outdoors in varying weather conditions and lift up to 50 lbs.
- Ability to enter confined spaces and work around active construction zones.
- Bachelor’s degree in Civil Engineering, Construction Management, or related field.
- Minimum of 5–10+ years of experience in stream restoration, stormwater, and underground utility construction or inspection.
- Experience on at least four (4) stream or stormwater construction projects within the last five (5) years.
- EIT or PE (preferred, not required)
- NASSCO PACP, MACP, or LACP
- ITCP Certification
- Erosion and Sediment Control Certification
- OSHA 10 or OSHA 40
- Valid driver’s license
- Ability to pass background check
- Ability to obtain SHA Flagger Certification and Underground Utility Erosion & Sediment Control Yellow Card within one year of hire
- ACI Concrete Field Testing Certification
- Experience with survey or geotechnical field work
