Position Description

Under the general supervision of the Purchasing Manager, the Buyer performs a wide range of purchasing activities. The Buyer will manage complex supplier negotiations, support process improvement efforts, contribute to CPSR compliance implementation, and execute purchase orders. The Buyer interacts regularly with people in various positions in the Company and externally. They must maintain a good company image and supplier relations through daily business contacts.

Responsibilities
  • Partners with engineers, PM’s and other internal stakeholders to ensure source selection and procurements meet program requirements (schedule, cost, and quality).
  • Utilize Company automated maintenance and procurement systems in the order, receipt, and shipment of material, records, mail, and/or equipment.
  • Analyze Purchase Requisition s (PR) for appropriate authorization level, specifications, shipping, and delivery requirements. Proactively resolves customer issues by going beyond the request to understand the need. Issue RFQ’s/RFP’s.
  • Award and administer Purchase Orders (PO) used to purchase material, equipment, tools, transportation, services and utilities for internal customers on authority of approved requisitions and in accordance with Federal Acquisition Regulations (FAR) and contract requirements.
  • Assist with implementation of processes and strategies such as Vendor Managed Inventory, Blanket Purchase Orders, Long-Term Agreements, and forecasting.
  • Track the status of commercial purchases. Respond expeditiously to requests for information regarding the status of these purchases.
  • Contact vendors to follow up on POs and the status of overdue deliveries. Evaluate vendor performance and facilitate proactive continuous process improvement.
  • Determine that prices paid are fair and reasonable and perform cost analysis. Source continuously for improved and/or less costly materials and supplies.
  • Maintain effective communications with customers and take proactive measures to meet lead-time required for obtaining materials. Keep requestor appraised of all changes and/or restrictions on materials that might affect purchases.
  • Identify root causes, develop creative solutions, and implement effective resolutions within the team.
  • Document all purchases and ensures adherence to internal processes in alignment with DCMA and DCAA audit requirements and AS9100 standards.
  • Coordinate invoices with Accounts Payable and revise POs to reflect credits, cores, and returns.
Requirements
  • Bachelor's Degree and 4-6 years of experience/ Education may be used in lieu of experience. Experience may be used in lieu of education.
  • Knowledge of supply chain along with purchasing experience. Familiarity with FAR/DFARS and relevant procurement regulations.
  • Experience using automated purchasing and maintenance management systems.
  • Excellent communication and interpersonal skills to interact tactfully and resourcefully with co-workers, vendors, and internal and external customer representatives.
  • Strong organizational skills and the ability to work independently and prioritize daily work assignments.
  • Strong problem-solving skills and ability to proactively assist customers with their immediate and long-term needs; must work independently and apply critical thinking.
  • Ability to be flexible while still maintaining high standards of professionalism to perform under deadlines and manage multiple priorities in a volatile and diverse environment.
  • Skill in comparing data from a variety of sources for completion of all details. Ability to verify accuracy and identify discrepancies and make corrections.
  • US citizen required; must possess the ability to pass a background.
