Essential Job Functions

This Licensing Clerk is a temporary clerical position that processes and issues business and marriage licenses in accordance with department procedures for the Baltimore City Circuit Court. These procedures are set forth by the Annotated Code of Maryland and will require the incumbent to use the court E‑License Program and MIM Program (Marriage in Maryland). The incumbent will assist the public either by telephone or in person.

Duties And Responsibilities
  • Assist the public in person or by phone with inquiries concerning issuance of select licenses and applications.
  • Issue applications using the E‑License Program and inform public of the various steps needed to obtain licenses.
  • Calculate fees and applicable state or county penalties; verify county tax status.
  • Refer public to appropriate county or state office or website to obtain additional information.
  • Obtain proper clearances from the Department of Assessment and City Finance using the appropriate website.
  • Remain aware of ever‑changing laws and procedures for issuance of business licenses.
  • Process marriage license applications, issue licenses, and provide information regarding same, and occasionally perform civil marriage ceremonies.
  • Record minister’s returns; search records for public; collect fees; issue certified copies; answer questions regarding issuing of license in person or by telephone.
Minimum Qualifications
  • Education
    :
    High school diploma (or GED equivalent).
  • Experience
    :
    One (1) year of general clerical experience.
  • Notes
    : A bachelor’s degree, a Paralegal/associate’s degree or 60 college credits, or a Paralegal Certificate may substitute the required work experience.

  • Applying job‑related terminology, codes, policies, procedures, rules, regulations, and laws.

  • Analyzing records, reports, and other business documents and noting details and facts pertinent to this assignment.

Ability To

  • Use standard office and business equipment including, but not limited to, personal computers, word processing, spreadsheets, database software, copier, microfilm machine, register, scanner, fax machine, etc.
  • Use and maintain alphabetical and numerical filing systems.
  • Communicate clearly, tactfully, and effectively with judges, the public, police agencies, attorneys, and other court officials and personnel, both verbally and in writing.
  • Understand and carry out complex verbal and written instructions.
  • Exercise independent judgment in interpreting and applying appropriate policy, procedure, rule, law, and/or regulation to a situation.
Physical Requirements

Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.
