City Rise Utility - Traffic Control Trainee (Bakersfield)

Full-Time
• Hourly / Non-Exempt

Salary Range: $23.51‑$28.82 per hour (based on applicable IBEW Trainee classification)

City Rise Utility Traffic Control provides high‑quality traffic control safety services to utility contractors across Northern & Central California. Our team flags traffic, manages lane closures, and detours vehicles to reduce congestion and prevent accidents, ensuring a safe environment for crews, employees, and the public.

Brief Position Summary

City Rise Utility traffic control employees are members of the IBEW Union—the union membership is required and enrollment facilitation is available. The Traffic Control Technician Trainee will work under an experienced Technician, directing traffic around work zones for utility construction crews and protecting motorists, pedestrians, bicyclists, and crew members. The trainee’s schedule may fluctuate during peak seasons, with a slower season beginning in late fall.

Functions
  • Maintain a consistent, unrelenting focus on safety throughout all job functions
  • Assist with the day‑to‑day work zone setup, including setup and tear down
  • Meet or exceed customer, state, federal, and company expectations
  • Follow company and state guidelines for effective, safe, well‑managed work zones
  • Drive company trucks as needed
  • Keep equipment in trucks organized and in working order
  • Develop superior knowledge of work zone setup and professional flagging responsibilities
  • Follow direction, maintain a quick pace, and provide the highest level of customer service
  • Provide clear direction to customers and the general public moving around a work zone
  • Perform other duties as assigned
Qualifications
  • Valid driver’s license for at least 3 years with a clean driving record
  • Current IBEW membership with Trainee classification
  • Excellent visual and auditory awareness to recognize dangers
  • Ability to handle stressful situations and take safe action to avoid serious injuries
  • Understanding of traffic signals/signs, traffic plans, and customer requests
  • Effective communication with customers, the public, and team members
  • Reliable transportation with ability to commute throughout Northern California
  • Strong punctuality, time management, and teamwork orientation
  • Ability to work outdoors in all weather conditions
Education & Experience
  • High School Diploma or equivalent (preferred)
  • One year of flagging experience (preferred)
  • ATSSA Flagger Certification (required)
  • First Aid/CPR Certification (required)
  • Flexible schedule and ability to maintain effective relationships with coworkers
  • Independent work capability and strong interpersonal skills
  • Ability to work in high‑volume outdoor environments with interruptions
  • Strong conflict resolution, customer service, and communication skills
  • Excellent multitasking, problem‑solving, and organizational skills

  • English – read and write fluently

Work Environment Requirements
  • Frequent lifting of heavy objects up to 50 lbs
  • Lift, carry, push, pull, and assemble traffic control materials
  • Stand for long periods in various weather conditions and at different times of day/night
  • Work in noise levels that may be high or fluctuating
  • Stooping for prolonged periods and dexterity with hands and fingers
  • Reaching, sitting, bending, pushing, pulling, talking, hearing, and vision (close and far)
Work Environment

Employees are regularly exposed to moving vehicles, pedestrian traffic, and outdoor weather conditions. They may encounter high, precarious places, loud noises, wet/humid conditions, and high temperatures. Noise levels in the work environment are often high.
