Responsibilities
  • Programmer III:
    Writes high quality source code to program complete applications within deadlines.
  • Writes, tests, debugs complex People Soft programs like SQR, Application Engine, People Code, COBOL, etc.
  • Understands client requirements and how they translate into application features.
  • Performs highly advanced analysis and development of all ERS People Soft applications and modules.
  • Performs unit and integration testing before launching and conducts functional and non-functional testing; troubleshoots and debugs applications.
  • Performs on-call or scheduled after-hours work as required and other duties as assigned.
  • Maintains data integrity within Benefits Administration, Pension Administration, Core HR, Financials People Soft applications.
  • Prepares detailed analyses, plans, diagrams and procedures within a technical design document for existing and proposed People Soft applications.
  • Prepares and provides recommendations for technical solutions to enhance business processing efficiency of existing and/or new processes.
  • Demonstrates developed functionality to agency staff prior to implementation and offers advice and guidance during the implementation process.
  • Determines the level of effort in implementing changes or enhancements to existing People Soft systems due to changes in user requirements, legislative mandates, and new software releases.
  • Provides quality control through the application of ERS standards, procedures and guidelines and ensures that user requirements are met.
  • Assists with identifying areas for change, maintenance and tuning to meet performance standards and makes recommendations for improvement.
  • Assists in developing standards, procedures and guidelines related to Information Systems.
  • Assists in resolving data-related issues and troubleshooting user inquiries.
  • Attends work regularly in accordance with agency leave and attendance policies.
  • Complies with all applicable agency policies and procedures, including safety and standards of conduct.
  • Programmer IV will complete all tasks as level III, and also collaborates with a team of IT professionals to set specifications for new applications.
  • Provides technical advice and assistance to management and technical staff in matters relating to People Soft benefits administration, pension administration, core HR, and Financials development activities.
  • Assists business analysts and users in defining a project or problem, feasibility of the project and provides estimates for a project or problem solution.
  • May act as a development lead for project teams, assisting and guiding other developers on technical solutions and reporting status and roadblocks to management as necessary.
  • Programmer V will complete all tasks as level IV, and also performs project management; project coordination; systems integration; planning programming projects; analyzing proposed computer applications; writing complex programs; and giving technical assistance to programming personnel.
  • Serves as a mentor for other ERS programmers and works with ERS consultant resources to provide knowledge transfer.
  • Designs and implements new or revised methods that more effectively meet agency needs.

Minimum Qualifications
  • Graduation from an accredited four-year college or university with a degree in data processing, computer science, business or a related field. One year of over the required experience may be substituted for each year of education.
  • At least 3–5 years of People Soft development experience (depending on classification level) with People Soft HRMS, Benefits Administration, Pension Administration and/or Financials modules.
  • At least 3–5 years’ experience (depending on classification level) in development work using People Soft People Tools.
