Overview

As a Community Disaster Program Manager, you will ensure effective collaboration with Volunteer Services; identify, mobilize, and engage partners in all communities within your assigned geographic area; determine current readiness resources, facilities, supplies, local vendors, and strategies for addressing gaps. You will work with volunteers to ensure that the communities you serve are ready to respond to disasters.

This role requires deployment to disaster relief operations outside of the region at least once a year. Employees must meet all training and physical capacity requirements for deployment. This position is not eligible for relocation assistance. Reports to the Central Texas chapter office in Austin, TX. Three days per week in office are required (Tuesday, Wednesday, and Thursday).

Key Responsibilities
  • Empower Volunteers:
    Lead and support a diverse volunteer team responsible for the implementation of volunteer‑led disaster cycle services programming throughout the assigned geographic area or functional activities within the region.
  • Lead the Program:
    Implement disaster cycle services activities within the assigned area or specific functional activities within the region.
  • Mission Capacity Building:
    Develop and support disaster volunteers who are the primary workforce and represent the communities they serve, culturally and linguistically. Cultivate Disaster Leadership Volunteers to meet responsibilities in disaster readiness, preparedness, response, and recovery.
  • Engage Community:
    Lead and coordinate efforts to prepare and mobilize communities and engage partners with specific functional expertise and assets to prepare for, respond to, and recover from disasters and emergencies.
  • Manage in a Matrix:
    Build relationships and collaborate in a matrix environment with internal partners, including employees and volunteers.
  • Know Your Communities:
    Act as the Red Cross disaster subject‑matter expert within the assigned geographic area to maximize presence and community engagement. Prospect and partner with organizations and leaders supporting frontline communities and resilience.
  • Ready to Respond:
    Initiate and coordinate disaster relief operations in the assigned area or regional functional activities in alignment with the Disaster Cycle Services Concept of Operations.
Minimum Qualifications
  • Education:

    Bachelor’s degree required, or equivalent combination of education and related experience.
  • Experience:

    Minimum five years of related experience building, mobilizing, leading, and developing volunteer teams to execute a social services program.
  • A current valid driver’s license and good driving record are required.

  • Excellent interpersonal, verbal, and written communication skills.
  • Analytical and decision‑making skills to interpret program trends, formulate recommendations, and develop creative processes for continuous improvement.
  • Proven record of collaboration with diverse groups and individuals representative of all demographics in the community; ability to manage multiple priorities, facilitate, problem‑solve, market, lead, and partner.
  • Intermediate proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook).
  • Ability to work outside regular duty hours, including nights and weekends.
Residency Requirements
  • Chapter‑based positions:
    Engage and mobilize communities within the assigned geographic area daily.
  • Regional positions:
    Provide leadership and functional support, engage and mobilize communities, and support volunteers within the region daily.
Physical Requirements

The employee must regularly sit; use hands; talk or hear. Frequently reach with hands and arms; occasionally stand, walk, stoop, kneel, crouch, or crawl. Frequently lift and move up to 15 pounds, occasionally up to 30 pounds. Ability to adjust focus and work in a small cubicle for extended periods. Modest noise environment.
