Title:
Director VII. This position is required to work at TxDMV headquarters located in Austin, TX.
- Direct all activities of the Finance and Operations Division, including planning, developing, and approving schedules, priorities, and standards for achieving goals; direct evaluation activities.
- Advise the executive office on fiscal and operational matters related to department functions.
- Develop and establish goals and objectives aligned with the agency’s strategic plan; implement policies and procedures for department financial activities to ensure compliance with state and federal laws, rules, and regulations.
- Establish and maintain internal controls over financial and operational processes; ensure safekeeping of department assets, compliant processing of expenditures, and timely and accurate financial reporting.
- Oversee preparation and monitoring of the department operating budget; oversee financial reports and forecasts; oversee receipt and deposition of revenues and other funds.
- Establish and maintain professional relationships with staff and executives at other state agencies and oversight agencies.
- Review proposed legislation and oversee implementation affecting the department’s budget, financial and related programming activities.
- Represent the department at board meetings, legislative hearings, panels, and other meetings as needed; may travel up to 10% of the time, including some overnight travel.
- Perform other job-related duties as assigned.
Minimum Requirements
- Bachelor’s degree in finance, accounting or related field plus seven (7) years progressively responsible professional experience in financial administration and organizational governance. Graduate-level education may substitute for experience on a year-for-year basis.
- Five (5) years of demonstrated executive and managerial experience.
Preferred Requirements
- Certification and licensing in the State of Texas as a CPA or other financial certification.
- Experience at a Texas state agency with extensive knowledge of State statutes and regulations related to financial administration and operational support functions, including accounting, financial reporting, revenue management, budget and revenue forecasting, purchasing, facilities, fleet management, asset management, and mail services.
- Extensive knowledge of fund accounting principles; budget development, implementation, and monitoring; and legislative budget processes.
- Knowledge of computer operating systems and software, including Microsoft Word, Excel, PowerPoint, and CAPPS (Centralized Accounting and Payroll/Personnel System).
- Experience managing facilities, fleet services, security, asset management, imaging, and mailroom operations.
- Ability to provide organizational leadership, foster collaboration, solve problems, and resolve conflicts.
- Strong written and verbal communication skills; ability to present complex ideas clearly and effectively.
- Skill in decision-making, planning, risk assessment, and setting objectives aligned with business strategy.
- Ability to interpret and analyze legislation, rules, and regulations; strong data analysis and presentation skills.

Education and Experience:
