The Senior Project Manager reports to the Director of Major Procurement Support (MPS) within the Procurement and Contracting Services (PCS) Division. Performs highly advanced project management and business analysis work initiating and conducting multi‑agency or enterprise‑level procurement projects within HHSC and DSHS.
Responsibilities include:
- Lead complex procurements including planning, evaluation, negotiation, and award strategy. Provide direction and expertise in project management across the full lifecycle (initiation, planning, execution, control, closing). Manage scope, customer expectations, schedules, resources, budgets, risk, quality control, and documentation. (30%)
- Gather and validate requirements for major procurements; translate program needs into procurement strategies aligned with budget, policy, and timeline constraints. Document requirements with clarity and conciseness. (20%)
- Assist in procurement planning, execution, and documentation; develop and implement plans to communicate procurement methodologies to teams; establish criteria for evaluating programs and proposals. (15%)
- Advise, consult, and negotiate with agency customers on procurement activities; ensure compliance with state and federal laws, audit standards, and internal policies; coordinate with internal/external teams and enterprise to meet objectives. (15%)
- Coordinate with oversight bodies (CPA, QAT, DIR) and vendor stakeholders to ensure transparency and accountability; develop guidelines and monitoring for compliance; prepare management and productivity reports and studies; represent the Department in interactions with legislators and public officials. (15%)
- Perform other duties as assigned. (5%)
Knowledge of purchasing laws and requirements, SOW development for complex procurements, procurement management principles, mid-to-large scale procurement processes, quality assurance, strategic planning, budgeting, and vendor performance analysis.
