The TxDOT Environmental Affairs Division (ENV) is seeking a highly motivated individual for the Division Services Manager position. This role oversees the utilization, professional development, business process improvements, procedures, and operational functions for the Environmental Affairs Division. Additional duties include establishing and monitoring performance standards for all ENV sections and managing division support functions in resource allocation, special projects, strategic planning, records support, and curriculum development and training for operations-related activities.
The position also involves recommending policy, procedures, and staffing requirements needed to execute division programs. Employees at this level are virtually self-supervising and assume direct accountability for the work product. Responsibilities- Oversees the utilization, professional development, business process improvements, and procedures for the Environmental Affairs Division; manages operational functions and establishes performance standards for all ENV sections.
- Manages division support functions in resource allocation, special projects, strategic planning, records support, and curriculum development and training for operations-related activities.
- Recommends policy, procedures, and staffing requirements needed to execute division programs.
- Develops and monitors scorecards, dashboards, metrics, and performance goals; evaluates effectiveness of ENV activities and reports on performance standards to the ENV Division Director.
- Oversees projects using accepted project management methodologies and implements communication plans to share status, direction, outcomes, and deliverables with stakeholders.
- Prepares and presents speeches and presentations; participates in planning conferences.
- Oversees the development of curriculum and administration of training for ENV, other department personnel, and external stakeholders involved with transportation programs.
- Oversees identification of statewide environmental issues/priorities and collaborates with all ENV sections for technical support of projects and programs.
- Oversees collection, organization, analysis and preparation of reports and studies, including management, productivity and financial reports.
- Performs other job responsibilities as assigned.
5 years of experience in progressively responsible environmental and project management-related activities. (Experience can be satisfied by full-time or prorated part-time equivalent). Related graduate-level education may be substituted for experience on a year-for-year basis.
- Must have three (3) years supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.
Project Management Professional (PMP)
