Performs complex (journey-level) to advanced (senior-level) managerial work administering the daily operations and activities of the Texas Water Development Board’s Water Use and Planning Data (WU&PD) Department. Work involves proactively establishing goals and objectives for the WU&PD staff. Develops guidelines, procedures, policies, rules, and regulations. Develops schedules, priorities, and standards for achieving established goals. Coordinates and evaluates department activities. Develops and evaluates budget requests, and monitors budget expenditures.
Plans, assigns, and supervises the work of others. Oversees the agency’s Water Use Survey Program, regional and state water planning data sets, and associated computer applications. Develops, maintains, and administers the Texas Water Service Boundary Viewer (TWSBV) application. Works under general to limited supervision, with moderate to considerable latitude for the use of initiative and independent judgment. Reports to the Director of the Water Supply Planning Division.
Job Functions
- Oversees the administration of the annual survey of municipal and manufacturing, mining, and steam-electric power generation sectors, including the utilization of the online data-collection application and the storage of survey data.
- Oversees the annual statewide water use and groundwater pumpage estimates by demand category and water system as appropriate.
- Oversees the development and maintenance of the state water planning database, in coordination with the Office’s Business Analyst, including providing guidance and quality control of data analysis in support of legislative, agency, public, media, and other information requests.
- Oversees the development and maintenance of the TWSBV application, in coordination with the Office’s Business Analyst, and the associated annual administration of boundary data collection and customer assistance.
- Oversees the annual conservation scoring for SWIFT applications.
- Oversees the dissemination of water use and planning data and information to agency staff, consultants, regional water planning groups, state and federal agencies, groundwater districts, private individuals, and other users.
- Assigns or provides technical assistance and information to agency staff, consultants, regional water planning groups, state and federal agencies, groundwater districts, private individuals, and other users regarding estimates for water-related studies including regional water plans funded by the Texas Water Development Board.
