General Description
Performs highly advanced (senior-level) managerial work administering the daily operation of the Budget section, providing direction and guidance in strategic operations and planning. Work involves establishing goals and objectives; developing policies, procedures, and guidelines for daily operations. Direct and oversee the coordination, collaboration, and final review of the Department’s Internal Budget, LBB/Governor Operating Budget, Legislative Appropriations Request, grants, position control, and other reports.
Supervise the work of others. Work is performed under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Essential Duties
Direct the activities performed by the Budget section identifying problem areas, determining best solutions, and advising executive management in the corrective process and implementation of policy and procedure changes.Direct and oversee the development and review of fiscal reports and analyses in collaboration with Division staff, and prepares such products for review and approval by Finance executive management and the Department’s executive management.Advise and assist executive management in the interpretation, formulation, and implementation of financial requirements.Oversee the establishment of goals and objectives; develops and approves schedules, priorities and standards for achieving goals; and manages evaluation of activities within Budget section.Oversee and/or prepare a department budget and reviews and approves major expenditures; oversee the analysis of financial position and make recommendations on utilization of funds.Oversee the activities of Position Control in a manner consistent with the Department's Executive guidance.Oversee the design, installation, and maintenance of efficient accounting systems for controlling, recording, and reporting transactions for Department operating funds and budgetary units.Oversee the process in developing cost estimates for legislative requests/bills and directs the preparation of these fiscal cost estimates for Agency executive review. Oversees the successful submission of legislative reports.Prepare and submit the Department's Strategic Plan and associated performance measures upon Executive approval.Develop and implement techniques for evaluating program activities and/or business functions within Budget section; identifies need for changes.Interact with internal and external stakeholder to achieve goals and meet deadlines and other requirements.Plan, develop and approve schedules, priorities and standards for achieving section goals. Plans, assigns, and supervises the work of others.Oversee the process in developing agency's financial reports and presentations for legislative committees.Coordinate and respond to external and internal audits.Represent budget for Finance as needed within the agency and establish and maintain liaison with other state agencies.Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.Perform other duties as assigned.General Qualifications
