Performs mid-level supervisory work. Works under limited supervision, with considerable latitude for the use of initiative and independent judgement. Plans, directs, and reviews the work of the Parks and Facilities Operations crews who perform a variety of semiskilled and skilled work in the operation, maintenance, and repair of the Parks and City's facilities (including pools and splash pad) and related equipment.
Responsible for managing Facilities staff and serves as a technical advisor on repairs that are to be outsourced to outside vendors. Oversees the work performed by outside vendors such as but not limited to HVAC, roof, plumbing, electrical, fire protection, etc.
- Manages the Facilities Operations staff and assigned Parks Operations staff.
- Serves as the Parks and Facilities Operations Manager in the absence of the Manager.
- Supervisory work includes the selection of staff, establishing goals and tasks, monitoring and scheduling daily work, and conducting performance appraisals.
- Utilizes software to create and assign work orders / tasks and to create necessary reports.
- Trains team members, rewards and disciplines them, and addresses complaints and resolves problems.
- Oversee the City’s auction program. Post all surplus items on the auction website. Monitors sold items including but not limited to, verifying payments, delivering vehicle titles, and the execution of required paperwork needed.
- Responsible for administering the City’s key system; keeps key inventory organized and secure.
- Oversee and participates in park and city facility related maintenance and construction projects.
- Identifies, coordinates, and evaluates projects, orders materials and supplies, and assists with securing bids for services and commodities.
- Confers with surveyors, contractors, and government agencies (and their representatives) relating to environmental and operational activities and compliance issues.
- Represents the City at public meetings, makes presentations to staff, public interest groups, the Parks and Recreation Advisory Board, and City Council, as needed.
- Completes inspections and repairs of all irrigation systems, controllers, and software.
- Knowledge of current federal, state and local regulations that impact maintenance.
- Oversees duties involve the repair of large and small pumps, filters, motors, and chemical feeders, and the routine service, maintenance, and repair work on plumbing and electrical components related to aquatics facilities. Work involves trades construction work (electrical, plumbing, painting, concrete, welding, etc.).
- Provides deployment of staff and / or vendors for repairs, renovation, maintenance, and janitorial services of all City facilities.
- Plans, directs, and administers functional and operational management for the maintenance division, along with maintenance and inspection programs to include all park and recreation facilities including, park buildings, swimming pool, water splash parks and splash pads, playgrounds, athletic fields and maintenance equipment, and facilities.
- Assists with the planning, logistics, staffing, set up, and tear down of special events.
- Ensures that materials, tools, and equipment are taken to the job site in an efficient and orderly manner and that tools and equipment are maintained in safe and working condition.
- Plans, organizes, and assigns work of team members and contractors engaged in grounds and facility maintenance and other facilities and coaches team members in the areas of compliance, technical, safety and supervisory training.
- Enforces City rules, policies, and special directives.
- Completes inspection of assigned work areas to ensure work is performed to departmental standards and specifications. Completes final inspections and review the staff’s work at conclusion of landscaping and refurbishment projects.
- Directs, monitors, and refines preventative maintenance and asset replacement programs, including coordination of repair and replacement of vehicles and equipment used in parks maintenance work.
