In coordination with the State EMS Director and EMS Trauma System Section Director, and with latitude for the use of initiative and independent judgment, performs routine managerial work administering the daily operations and activities of the EMS Certification and Licensing Unit. Responsible for the day-to-day management and administration of statewide EMS Certification and Licensing Unit programs that include EMS personnel, EMS providers, and EMS education programs.
Establishes short and long-term program goals and objectives; develops program guidelines, policies, and procedures; and evaluates program accomplishments. Establishes priorities, standards, and measurement tools for determining progress in meeting goals.
Plans, assigns, and supervises the work of Unit members. Manages and oversees entry of data and maintenance of the integrity of the EMS Certification and Licensing Unit databases and works with Information Technology to resolve technical problems.
Represents the agency at meetings, hearings, and during legislative sessions upon request. Provides technical assistance through public forums and written communication. Assists in the development and monitoring of the programs’ budgets. Coordinates with other Sections/Units in the EMS strategy and external for the development of licensing/permit/registration rules and regulations.
Essential Job Functions- Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
- (20%) Responsible for the daily management and operation of the EMS Certification and Licensing Unit, including the establishment and evaluation of Unit goals and objectives that are consistent with the agency strategic plan. Ensures the timely processing and accurate issuance of certifications/permits/registrations to individuals and businesses statewide.
- (20%) Evaluates, develops, implements, and coordinates policies and procedures to ensure the program is effective and efficient. Provides quality customer service to the public, applicants, stakeholders, legislators, and other Department and inter-agency staff.
- (20%) Supervises the development of guidelines and policies to ensure EMS Certification and Licensing Unit processes are compatible with federal and state requirements. Prepares Standard Operating Procedures for all EMS Certification and Licensing Unit activities. Provides input regarding information posted on the agency licensing website and updates application forms on the website.
- (15%) Manage the development of the following reports; quarterly Legislative Budget Board (LBB) performance measure for EMS, Open Record request, HEART assignments, annual legislative reports and the EMS compliant process.
- (5%) Participate in the monthly informal and CRCs. Serve as expert witness at informal, hearing or as requested.
- (5%) Provides input on budget and makes recommendations to the State EMS Director and Section Director regarding staff allocation and the effective and efficient use of resources.
- (5%) Responsible for the timely completion of performance evaluations of staff; identifies staff development and education needs. Interviews and selects applicants for positions within the Unit. Approves time and leave and conducts other personnel actions as needed.
- (5%) Reviews legislation impacting the EMS Certification and Licensing Unit programs and participate in developing bill analysis and fiscal note information upon request.
- (5%) Completes special projects as assigned. Works with automation staff to troubleshoot database problems in the Division’s Regulatory Automated System (RAS) database. May participate in agency disaster response operations.
