Position: DPS - CRD - Program Supervisor V, CRD - 1586

GENERAL DESCRIPTION

Perform advanced (senior-level) administrative and supervisory program work, administering the daily operations and activities of assigned work group. Work involves establishing program goals and objectives; analyzing programs and applications to coordinate with vendors, contract, project, and/or IT staff to resolve issues and apply system enhancements; supervising subordinate. Work is under limited supervision, with considerable latitude for the use of initiative and independent judgment.

ESSENTIAL

DUTIES / RESPONSIBILITIES
  • Provide oversight, direction and guidance to staff on program requirements, objectives and goals; keep management apprised of program measurements.
  • Supervise subordinate supervisors and staff; coordinate with supervisors and staff to revise processes, procedures and identify methods to improve productivity, effectiveness and efficiency.
  • Plan, implement, coordinate and monitor policies and procedures for effectiveness and compliance of programs.
  • Provide policy interpretations. Provide analysis of program policies, procedures, proposed and passed legislation to determine their impact and identify system changes, if needed; work with division staff to develop an action plan for implementation or enhancements to program systems and assist with monitoring contract budgets.
  • Review bureau programs and processes by conducting or reviewing audit findings for accuracy and compliance with federal, state and Department standards and policies; uniformity in method; and adherence to policies and statutes.
  • Work with members of the FBI and federal, state, and local agencies; gather facts to evaluate or analyze findings to prepare responses, reports, and/or training on programs.
  • Work with operational staff and vendors to compose and revise work and system operational/procedural manuals and related documents.
  • Participate in conferences, training seminars, meetings with vendors, and other interactive processes to exchange information about program issues and implement solutions. Maintain required training for access to criminal history record information.
  • Participate in the procurement and project implementation process to include CORF, SOW, vendor performance, etc. May be called upon as an SME or project manager. Serve as a liaison between vendor personnel, state and local agencies, and the department.
  • Participate on interview boards and make recommendations for hire, conduct employee evaluations, resolve personnel problems, counsel employees, and advise manager on work-related concerns.
  • Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
  • Perform other duties as assigned.
GENERAL QUALIFICATIONS AND REQUIREMENTS Education

High School Diploma or equivalent required. Graduation from an accredited four-year college or university with major/coursework emphasis in Criminal Justice, Law, Business Administration or related field preferred.

Experience

Minimum of four (4) years’ progressively responsible experience performing complex administrative work involving customer service, performing technical training, research, and program assessments related to Information Systems. Minimum of two (2) years supervisor/lead experience required. One (1) year experience with CJIS systems preferred.

Note:

Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis.

Licensure and Certification

If driving is required, must possess a valid driver license from state of residence. Any required certification for the CJIS databases(s) access the bureau oversees. TLETS/NLETS and TCIC/NCIC Basic Procedures Certification/Recertification may be required every two years.
