The Director of Risk Management and Safety (RMS) reports to the Director of Facility Operations and Support Services. This position performs highly advanced, complex, senior-level managerial work providing direction and guidance in the strategic daily operations and planning for the Risk Management and Safety Program including the workers' compensation, return-to-work and insurance programs. Work involves setting goals and objectives that support overall risk management and risk reduction strategies;
developing risk management policies, procedures, and guidelines; reviewing risk management legislation, rules, and regulations; establishing priorities, standards, and measurement tools for determining progress in meeting system risk management goals; directing, coordinating and evaluating risk management program activities. This position serves as Texas Health and Human Services (HHS) Risk Manager. Works under minimal direction with extensive latitude for the use of initiative and independent judgment.
Job Functions
Contract manager for interagency contract with the State Office of Risk Management (SORM) and serves as the primary RMS point of contact for HHS and the primary liaison to SORM. Directs and oversees the HHS System workers' compensation process and systems in accordance with the Texas Workers Compensation Act and in conjunction with the State Office of Risk Management. Directs and oversees the risk management and safety training program for HHS.
Directs work related to accomplishing loss avoidance, prevention, reduction, retention and transfer of risk. Oversees the preparation of risk management reports and studies. Reviews and directs the monitoring of pertinent federal and state guidelines, procedures, rules, regulations, and reporting requirements to ensure programmatic and operational compliance. Assigns, reviews, and approves management, productivity, and financial reports and studies; directs, develops, evaluates, and provides final approval for budgets.
May initiate procurement activities and develop policies, procedures, and practices related to risk management and safety. May represent HHS in meetings, hearings, conferences, and seminars or on boards, panels and committees; communicates both verbally and in writing with executive leadership and stakeholders. Represents HHS at both the statewide and national levels. Work involves planning, organizing, conducting, facilitating or presenting at stakeholder meetings and work groups.
Hires, manages and develops staff. Plans, assigns, and supervises the work of others.
Certified Texas Contract Manager (CTCM) Preferred.
Knowledge Skills Abilities- Knowledge of local, state and federal laws and regulations relevant to risk management and safety.
