GENERAL DESCRIPTION
The Flood Management Evaluation (FME) program conducts studies for smaller and rural communities in Texas, as selected by the regional flood planning groups. The FME Manager should ideally have knowledge and experience in hydrologic and hydraulic modeling, mapping, planning, and the design and construction of flood risk reduction projects. This role requires expertise to ensure grant funds are used appropriately, supporting the identification of flood risk, planning for effective risk reduction studies, and verifying that contractor work meets program requirements and funding objectives.
Additionally, the FME Manager should have experience developing and managing contracts and overseeing contractors.
Performs advanced (senior-level) managerial work administering the daily operations and activities of the Texas Water Development Board’s Flood Management Evaluation (FME) Department in the Flood Planning (FP) Division of the Office of Planning (OoP). Work involves establishing goals and objectives; developing guidelines, procedures, policies, rules, and regulations; creating schedules, priorities, and standards for achieving established goals; and coordinating and evaluating the FME Department.
Responsible for overall development, administration, management and coordination of the FME program with the Flood Planning division of the agency with significant customer and consultant interaction. Coordinates, guides, tracks, reviews and oversees the Flood Management Evaluations (FME) being performed by contractors. Procures contractors, manages contracts and provides oversights to contractors performing FME studies as selected by the regional flood planning groups.
Coordinates with communities and stakeholders as needed. Proactively manages review, tracking and oversight of complex technical watershed planning and flood risk reduction planning projects. Coordinates and evaluates department activities. Develops and evaluates budget requests and monitors budget expenditures. Plans, assigns, and supervises the work of others. May train others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
Reports to the Assistant Deputy Executive Administrator (ADEA) of the Office of Planning.
- Assists with the establishment of the Flood Management Evaluation (FME) Department including assembling a team for managing and coordination of all FME studies to be performed by TWDB.
- Manages FME contracts.
- Assists the Director and works with TWDB Contract department to procure FME contractors.
- Performs overall management and coordination of FME program and studies, including watershed studies, review and tracking, contract development and management.
