responsibilities and job summary

performs project management specialist work for department projects. Work includes coordinating the development, implementation, maintenance, and support of the critical path method (cpm) for department projects, and providing support for resource leveling, priority development, project analysis, reporting, and training. Works directly with the project manager to help define the project’s goals and objectives. Work requires extensive contact with department staff, governmental agencies, and private entities.

Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

develops and supports standard operating procedures for developing, maintaining, and archiving project schedules.

develops, publishes, and delivers technical training and guidance to project personnel on planning and scheduling of projects.

evaluates and makes recommendations for developing, monitoring, and updating integrated project plans and schedules so that projects may be executed in the most efficient and effective manner possible.

identifies risks, assesses their impact on projects and develops contingency plans to mitigate potential impacts.

oversees the planning, development and maintenance of detailed project schedules and facilitates on‑time completion of projects with the optimal level of resources available.

conducts and makes recommendations concerning project audits, manages project schedules, analyzes progress reported against the work schedules and recommends actions to improve progress.

updates, evaluates, and makes recommendations concerning the accuracy of the project forecast by assessing actual cost incurred and physical progress achieved for all phases of the project.

oversees the scheduling of all activities associated with assigned projects to produce an integrated critical path schedule, updates as required, and reports potential problems and/or problem areas.

oversees the change management process by evaluating the reason for the change to the project schedule and budget, processing the change order request, and revising the project schedule and estimate baselines.

may serve as a lead worker by serving as a resource for complex questions; presenting workflow and operational updates to the supervisor/manager; providing input on team members’ career conversations; and approving leave requests to ensure operations coverage.
