Under the direction of the Chief Actuary, the Project Manager IV performs advanced, senior‑level project management work. The role coordinates planning and initiation of projects, monitors progress and schedules, communicates with stakeholders, and may supervise the work of others. The position works closely with the Chief Actuary to provide project management for Medicaid managed care capitation calculations, financing, and rate implementation.

Responsibilities
  • EJF 1: Develop, monitor, and evaluate projects related to Medicaid managed care capitation calculations, financing, and rate implementation. Create work plans for capitation rate projects totaling over $25 billion in funding.
  • EJF 2: Provide project management for managed care financing issues, deliver regular updates, monitor risks, and ensure completion within federal and state deadlines at the lowest possible cost.
  • EJF 3: Analyze federal guidance and develop policy related to managed care finance and capitation rates. Build budgets, schedules, work plans, and cost estimates.
  • EJF 4: Prepare comprehensive reports and presentations for HHSC leadership, legislative staff, and external stakeholders.
  • EJF 5: Communicate and explain strategy for capitation rate issues, build cross‑department relationships, and promote collaboration across HHSC.

Initial Screening Criteria

Bachelor’s degree in business, finance, or a similar field (required). PMP certification required at hire or must be obtained within one year.

Additional Information

This position requires office work on Thursday and Friday each week.
