Brief

Job Description

The Administrative Services Officer (ASO) for Contracts, under the general supervision of the Regional Administrative Services (RAS) Director of Central Office, administers and directs contract support services. Responsibilities include advising and supporting Certified Texas Contract Managers (CTCM) and Business Service Managers (BSM’s), assisting with regional operations, implementing procedures and policies, evaluating regional functions, providing training, and analyzing comprehensive and historical data.

The ASO employs appropriate organizational and management skills to carry out policies, procedures, and standards.

Essential Job Functions
  • Regional Coordination – Establishes goals and objectives; develops work groups and schedules, prioritizes tasks, and creates new processes and vendors. Reviews and develops procedures to meet agency and customer needs. Coordinates activities for consistent training and efficiency. Uses SCOR system and SharePoint daily for tracking and analyzing incident information.
  • Contract Services Leadership – Develops and approves work group schedules and standards. Evaluates regional business contract performance, recommends corrective actions, and conducts phone and video calls with CTCM’s and BSM’s. Organizes, trains, and mentors staff to meet operational requirements. Provides consulting on project implementation and procedures.
  • Process Management – Continuously evaluates RAS forms and processes, leads implementation of projects and regulation compliance, prepares productivity reports, and participates in internal audits.
  • Communication Management – Maintains relationships with PCS, HHS, DFPS, AP, and Comptroller teams. Provides data analysis and findings to Directors and BSM’s, advocates with PCS, and informs leadership of issues.
Knowledge, Skills, and Abilities (KSAs)
  • Knowledge of local, state, and federal laws and regulations applicable to business services.
  • Knowledge of Texas Health and Human Services programs.
  • Knowledge of effective management principles: organizing, coordinating, planning, and implementing initiatives.
  • Knowledge of contract management, facility leasing, and facility management.
  • Skill in written and oral communications, including presentations.
  • Skill in Microsoft Office Suite and agency applications SCOR and SharePoint.
  • Ability to establish program goals, evaluate processes, manage multiple tasks, and implement corrective actions.
  • Ability to travel locally and across the state, including overnight stays, and work outside normal business hours as required.
Registrations, Licensure, or Certifications
  • Valid Class C Texas Driver’s License.
  • Certified Texas Contract Manager.
Initial Screening Criteria
  • High School diploma or GED required.
  • Current Certified Texas Contract Manager (CTCM).
  • Minimum 5 years of experience in contract management, including service and bilateral contracts.
  • Experience with Microsoft Office Suite.
  • Preferred:
    Certified Texas Contract Developer (CTCD).
Additional Information

May assist with emergency/disaster situations statewide. Ability to travel will include overnight stays. Salary for this position is $5,797.66 – $6,300.00, but former or current Health and Human Services Commission employees may be offered a higher salary within HR guidelines. Applicants who are not current or former HHS Commission employees will be offered the base salary.
